About approval of the Regulations on the certificate of breeding (genetic) resources and samples of forms of certificates of breeding (genetic) resources

1. Approve:

1.1. The regulations on the certificate of breeding (genetic) resources (are applied).

1.2. Samples of forms of certificates of breeding (genetic) resources (are applied):

Certificate of breeding (genetic) resources of cattle of dairy and dairy and meat breeds;

Certificate of breeding (genetic) resources of cattle of meat breeds;

Certificate of breeding (genetic) resources of pigs;

Certificate of breeding (genetic) resources of sheep;

Certificate of breeding (genetic) resources of merlushkovy sheep;

Certificate of breeding (genetic) resources of goats/sheep of dairy breeds;

Certificate of breeding (genetic) resources of horse;

Certificate of breeding (genetic) resources of fur animals, girlfriends;

Certificate of breeding (genetic) resources of poultry farming;

Certificate of breeding (genetic) resources of beekeeping;

Certificate of breeding (genetic) resources of fish breeding;

Certificate of breeding (genetic) resources of silkworm breeding.

2. To department of livestock production (Getya A. A.) provide submission in accordance with the established procedure of this order on state registration in the Ministry of Justice of Ukraine.

3. (Akhidzhanov B. R.) to provide to department of livestock production, Department of financial credit policy the organization of the order and production of forms of certificates of breeding (genetic) resources.

4. To the Ministry of Agricultural Policy and Food of the Autonomous Republic of Crimea, head departments of agro-industrial development of regional public administrations:

4.1. Bring this order to permission of subjects of breeding case in livestock production.

4.2. Consider valid for filling and issue forms of breeding certificates (certificates) which samples of forms are approved by the order of the Ministry of agrarian policy of Ukraine of 29.12.2002 No. 416 "About approval of the Regulations on the breeding certificate (certificate) and samples of forms of breeding certificates (certificates)", registered in the Ministry of Justice of Ukraine 24.01.2003 for No. 55/7376, before their complete use.

6. To impose control over the implementation of the order on the deputy minister Senya O. V.

7. This order becomes effective from the date of its official publication.

Regulations on the certificate of breeding (genetic) resources

I. General provisions

1.1. This Provision determines rules of filling, accounting treatment and issues of certificates of breeding (genetic) resources.

1.2. The certificate of breeding (genetic) resources (further - the certificate) - the document of the established form of origin, productivity, type and other qualities of animals, sperms, embryos, ova constituted on the basis of data of official accounting of productivity, official assessment on type.

1.3. The certificate is applied on purpose:

recognitions of genetic resources breeding;

confirmations of indicators of quality of the breeding (genetic) resources declared by their owner;

control of reliability of origin and detection of genetic anomalies of animals;

consumer protection;

control of genetic safety of animals.

1.4. Certificates are filled and issued on such types of breeding (genetic) resources:

the certificate of breeding (genetic) resources of cattle of dairy and dairy and meat breeds, cattle of meat breeds, pigs, sheep, merlushkovy sheep, goats, sheep of dairy breeds, horses, fur animals, girlfriends - on breeding animals, sperm, ova and embryos;

the certificate of breeding (genetic) resources of poultry farming - on breeding bird and incubatory eggs;

the certificate of breeding (genetic) resources of beekeeping - on breeding pchelosem, pchelopaketa, pchelomatka, drones;

the certificate of breeding (genetic) resources of fish breeding - on breeding fish, larvae, the impregnated caviar, milts (sperm);

the certificate of breeding (genetic) resources of silkworm breeding - on I will burst breeding silkworms.

1.5. Certificate availability on breeding (genetic) resources is obligatory in case of their acquisition, realization and trade.

1.6. When importing breeding (genetic) resources availability of the certificates (documents on breeding accounting) issued by the exporting country and their translation into Ukrainian certified in the procedure established by the legislation is obligatory.

II. Rules of filling, approval procedure and issues of certificates of breeding (genetic) resources

2.1. The organization of issue of certificates of breeding (genetic) resources to owners of breeding (genetic) resources for their order for the statement for issue of certificates of breeding (genetic) resources (appendix 1) which moves (goes) in writing, provide the Council of Ministers of the Autonomous Republic of Crimea, structural divisions of regional military authorities providing accomplishment of functions concerning agro-industrial development or the centers of provision of administrative services (further - regional institution), according to the requirements of standard information card of the administrative service "issue of the certificate of breeding (genetic) resources" and standard technological card of the administrative service "Issue of the Certificate of Breeding (Genetic) Resources" approved by regional institutions.

2.2. The certificate is drawn up in duplicate which have identical series and number. From them one copy of the certificate is issued to the buyer, the second is issued to the owner of breeding (genetic) resources.

2.3. The owner of breeding (genetic) resources without fail retains the second copy of the certificate on the realized breeding (genetic) resources which keeps within three years. The buyer keeps the certificate within three years after the end of the period of use of the acquired breeding (genetic) resources.
