About approval of the Procedure for carrying out monitoring and quality evaluation of education

On accomplishment of Article 3 of the Presidential decree of Ukraine of September 30, 2010 "About measures for ensuring priority development of education in Ukraine" the Cabinet of Ministers of Ukraine decides No. 926:

Approve the Procedure for carrying out monitoring and quality evaluation of education which is applied.

Procedure for carrying out monitoring and quality evaluation of education

1. This Procedure determines the mechanism of the organization and carrying out monitoring of quality of preschool, out-of-school, primary, basic and complete general secondary, professional, basic and complete higher education (further - monitoring), and also quality evaluations of primary and basic education by the international programs and the projects TIMSS, PІSA, PIRLS (further - assessment).

Action of this Procedure extends to educational institutions irrespective of their subordination and pattern of ownership.

1-1. Assessment is carried out in such directions provided by the international programs and projects:

mathematical and natural disciplines (TIMSS);

literacy of reading, mathematical and natural literacy (PISA);

reading and understanding of the text (PIRLS).

2. The main tasks of monitoring and assessment are:

receipt of the objective information about quality of education, education system condition, and also forecasting of its development;

estimation of condition of education system according to tasks of state policy in education industry;

providing public authorities with statistical and analytical information on quality of education.

3. The main methods of carrying out monitoring and assessment are:

objectivity of information processing about quality of education;

systemacity of estimation of quality of education;

efficiency of bringing to permission of governing bodies of education and public of results of monitoring.

4. Ministry of Education and Science:

determines the directions of carrying out monitoring according to tasks of state policy in education industry;

performs evaluating coordination;

approves actions plans concerning carrying out monitoring and assessment, exercises control of their accomplishment.

5. The institute of educational analytics develops scientific and methodical and performs organizational support of carrying out monitoring, generalizes statistical and analytical information on quality of education.

5-1. The Ukrainian center of estimation of quality of education performs organizational support of evaluating.

6. Monitoring is carried out by way:

collection and carrying out information analysis about education system condition;

preparation of statistical and analytical information on quality of education.

6-1. Assessment is carried out taking into account the requirements provided by the international programs and the projects TIMSS, PІSA, PIRLS.

7. Monitoring is carried out at local, regional and nation-wide level.

8. Objects of monitoring are:

information on participants of educational process, in particular about condition of their health, social protection, living conditions and studies, readiness for carrying out certain type of activity, the level of satisfaction of need for educational services;

processes which happen in education system, and characteristics of its condition;

results of educational activities;

educational and methodical, material, normative and legal, staffing of educational process.

8-1. Objects of assessment are:

mathematical and natural disciplines in 4 and 8 classes of general education educational institutions;

literacy of reading, mathematical and natural literacy of pupils of 9 classes of general education educational institutions;

reading and understanding of the text by pupils of 1-4 classes of general education educational institutions.

9. Monitoring carries out Institute of educational analytics, organization and organization, belonging to the sphere of management of the Ministry (contractors are farther), based on the order of Monmolodezhsport which determines contractors, the purpose, tasks, terms of carrying out monitoring and generalization of statistical and analytical information on quality of education at the nation-wide level.

9-1. Assessment is carried out by the Ukrainian center of estimation of quality of education based on the order of the Ministry of Education and Science.

10. Methods of carrying out monitoring are:

poll of different groups of respondents;

testing;

collection of statistical data about condition of education system on installed by the contractor to form;

studying of documents of educational institutions, governing bodies of education.

10-1. Methods of evaluating are:

poll.

11. Monitoring is carried out by five stages.

At the first stage the purpose, tasks, terms, the procedure, methods of carrying out monitoring and criteria of estimation is determined.

At the second stage instructive-methodological materials concerning carrying out monitoring prepare.

At the third stage monitoring is carried out.

At the fourth stage the analysis of results of monitoring is carried out, statistical and analytical information on quality of education prepares.

At the fifth stage the specified information is announced.

11-1. Assessment is carried out on stages according to the international programs and the projects TIMSS, PІSA, PIRLS.

12. The Ministry of Education and Science considers results of monitoring and assessment during the forming and realization of state policy in education industry.

13. Monitoring is carried out by contractors within the means provided by it in the relevant budgets and also at the expense of other sources.
