Approve the offer of State commission under the Government of the Kyrgyz Republic on development of entrepreneurship and the Raanani Holding International company about joint program implementation of actions for the state support of small business in the Kyrgyz Republic for 1998-1999 approved by the order of the Government of the Kyrgyz Republic of April 21, 1998 No. 206 "About measures for development of small and medium business in the Kyrgyz Republic" regarding financial and credit, investment and innovative and production support of private entrepreneurship for the total amount of 35 million US dollars.

Determine that joint activities are performed by delivery to the companies of small and medium business of Kyrgyzstan of modern foreign processing lines and the equipment on leasing basis for the purpose of expansion of production of export-oriented and import-substituting products from local raw materials.

2. Take into consideration that:

a) equity of the parties in the implementable program will constitute:

- State commission under the Government of the Kyrgyz Republic on development of entrepreneurship - 10, 5 million US dollars;

- the Raanani Holding International company - 24, 5 million US dollars;

b) the priority directions of attachment of the above-stated means are deliveries of processing lines and the equipment for:

- productions of food;

- conversions of agricultural products;

- productions of consumer goods;

- packagings and packing of goods;

- productions of construction materials (marble, plaster, tile and t of);

- conversions of secondary raw materials;

c) for the organization of deliveries of the foreign equipment the Raanani Holding International company creates in the Kyrgyz Republic affiliated enterprise the Asian-European trust company "Kyrgyzstan" with the 100 percent foreign capital.

3. State commission under the Government of the Kyrgyz Republic to determine by development of entrepreneurship procedure for consideration, joint with the Asian-European trust company "Kyrgyzstan", financings and supports of business projects.

4. To the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Internal Affairs of the Kyrgyz Republic to make according to requests of State commission under the Government of the Kyrgyz Republic on development of entrepreneurship issue of multi-visas to the personnel of the Raanani Holding International company and the Asian-European trust company "Kyrgyzstan" arriving to the Kyrgyz Republic.
