About approval of Veterinary sanitary standard on the problems of health of animals influencing trade of the Republic of Moldova in cattle and pigs
According to provision of Art. 10 of the Law No. 1538-XII of 23.06.1993 on veterinary activities, for the purpose of the prevention of spread of the contagious diseases characteristic of cattle and pigs, and exception of possible technical barriers in trade in above-mentioned animal species of PRIKAZYVAYU:
1. Approve "Veterinary sanitary standard on the problems of health of animals influencing trade of the Republic of Moldova in cattle and pigs", harmonized with provisions of the Directive of the Council of Europe 64/432 EEC of June 26, 1964 according to appendix.
2. To the state veterinary public health service, economic agents (physical persons and legal entities) to be guided in the activities by requirements of this veterinary sanitary standard.
3. This order becomes effective from the date of its publication in the Official monitor of the Republic of Moldova.
4. To impose control of execution of this order on management of veterinary medicine, the State veterinary inspection.

to the order of the Ministry of Agriculture and food industry of July 7, 2006 No. 158
1. This Veterinary sanitary standard is applied to trade of the Republic of Moldova in animals of types of cattle and pigs, except for the wild pigs mentioned in measures for fight against classical plague of pigs according to veterinary health requirements on supervision, prevention and fight against classical plague of pigs.
2. In this veterinary sanitary standard the definitions given in the existing national legal system which concern veterinary health requirements to veterinary and zooengineering supervision on protection and welfare of the animals in transit applied to trade of the Republic of Moldova in some animals and animal products are used.
In this Veterinary sanitary standard the following determinations are used:
a) livestock of animals (herd) - one animal or group of animals who contain on one object (economy), representing epidemiological unit in understanding of veterinary health requirements on identification and registration of animals; if on object contain different livestock of animals, each livestock represents accurate unit and shall have the same status of health;
b) animal for slaughter - animal from type of cattle, including types of Bison bison and Bubalus bubalus, or pig, intended for transportation on the lethal company or in the center for procurement (store) from where they can be delivered only to the lethal company;
c) animal for reproduction and production - animals of types of cattle, including Bison bison and Bubalus bubalus, or pigs, others, except listed in litas. b) this Item, including intended for reproduction, productions of milk or the meat, traction force, the markets and exhibitions except for participating in cultural and sports events;
d) number of cattle officially free from tuberculosis - number of cattle which meets the requirements listed in the Section I of subitems 1 and 2 of appendix No. 1 to this veterinary sanitary standard;
e) the state or the region of one state officially free from the tuberkulezagosudarstvo or the region of one state meeting the requirements listed in the Section I of subitems 5 and 6 of appendix No. 1 to this veterinary sanitary standard;
f) number of cattle, officially free from brucellosis, - number of cattle which meets the requirements listed in the Section II of subitems 1 and 2 of appendix No. 1 to this veterinary sanitary standard;
g) the region, officially free from brucellosis, - the region of one state meeting the requirements listed in the Section II of subitems 9 and 10 of appendix No. 1 to this veterinary sanitary standard;
h) the state, officially free from brucellosis, - the state meeting the requirements listed in the Section II of subitem 7, of the 8 and 9 appendix No. 1 to this veterinarno - sanitary standard;
i) number of cattle, free from brucellosis, - the number of cattle meeting the requirements listed in the Section II of subitems 4 and 5 of appendix No. 1 to this veterinary sanitary standard;
j) livestock, officially free from enzootichesky leukosis of cattle, - the livestock meeting the requirements listed in the Section I, lit. A and In appendices No. 4 to this veterinary sanitary standard;
k) the state and the region, officially free from enzootichesky leukosis of cattle, - the state or the region meeting the requirements listed in the Section I, litas. E and F appendices No. 4 to this veterinary sanitary standard;
l) the official veterinarian - the veterinarian appointed by the central veterinary body;
m) the authorized veterinarian - any authorized veterinarian appointed by the central veterinary body according to provisions of the item of 15 paragraphs of 1 litas. C) this veterinary sanitary standard;
n) diseases of the obligatory notification - the diseases listed in part I of appendix No. 5 to this veterinary sanitary standard;
o) the procurement center (store) - objects, the centers and the markets for procurement where cattle and pigs coming from different objects are grouped together for forming of batch of the animals intended for trade. These stores are subject to veterinary and sanitary authorization for the purpose of trade and shall meet the requirements listed in the item of the 11th paragraph 1 of this veterinary sanitary standard;
p) the region - the administrative and territorial unit of one state which is subject to inspection from competent authority and includes at least one of the following administrative regions: province, department, district or island, earth, county, etc.;
q) the dealer (dealer) - any physical person or legal entity buying or the selling animals is direct or through intermediaries which within no more than 30 days from purchase of animals resells or moves them from the first placements to other rooms and which meets the requirements listed in item 13 of this veterinary sanitary standard.
3. The central veterinary body of the Republic of Moldova shall guarantee that from the territory of the Republic of Moldova only the animals meeting the requirements listed in this veterinary sanitary standard go.
Cattle and pigs specified in this veterinary sanitary standard shall:
a) to be subjected to check on identity and to clinical examination, carried out by the official veterinarian in 24 hours prior to disposal and not to represent any clinical sign of disease;
b) not come from object or zone which for the health reasons influencing this type according to the international and/or national legal system are subject to prohibition or restriction;
c) be identified according to the current legislation;
d) not intend for slaughter or be under restriction of any program for liquidation of the infectious or contagious disease applied in the Republic of Moldova or on part of the territory of the Republic of Moldova;
e) correspond the requirement of subitems 4 and 5 of this veterinary sanitary standard.
4. The animals from types of cattle and pigs mentioned in this veterinary sanitary standard from the moment of disposal from object before arrival in destination shall not contact with the artiodactyl animals having other status of health.
The animals from types of number of cattle and pigs mentioned in this veterinary sanitary standard shall be transported by the vehicles meeting veterinary health requirements for protection and welfare of animals during transportation and to requirements of item 12 of this veterinary sanitary standard.
Vehicles for transportation of animals shall be cleaned and disinfected in specially equipped places.
5. The animals from types of cattle and pigs mentioned in this veterinary sanitary standard shall be followed during transportation to destination by the certificate about health of animals, corresponding to sample No. 1 or No. 2, depending on the case provided to appendix No. 6 to this veterinarnosanitarny regulation. The clean bill of health of animals shall be provided on one page or if more pages are necessary, shall be provided so that each two or more pages represented single whole, undivided, and were numbered. The certificate shall be completed in day of accomplishment of survey in one of official languages of country of source and one of official languages of the country of destination. The certificate is valid within 10 days from the moment of clinical trial of animal.
The inspection of the state of health of animal performed for the purpose of issue of the clean bill of health including additional guarantees for one transportation of animals, can be carried out on object of origin or in the center for procurement (store). For this purpose the central body of the Republic of Moldova shall be convinced that any certificate is completed by the official veterinarian after visits and checks according to this veterinary sanitary standard, and for:
a) the animals coming from the approved centers for procurement, such certification is issued:
- based on the official document containing necessary information, completed with the official veterinarian of origin object; or
- in the form of the clean bill of health of animals according to the sample No. 1 or No. 2, depending on case given in appendix No. 6 to this veterinarnosanitarny regulation in Chapters A and B, the origins filled as appropriate and signed by the official doctor of object;
b) the animals coming from the authorized object included in network of the supervision provided by item 14 of this veterinary sanitary standard, such certification is issued:
- based on the official document containing necessary information, completed with the official veterinarian of origin object; or
- in the form of the clean bill of health of animals, according to the sample No. 1 or No. 2, depending on case given in appendix No. 6 to this veterinarnosanitarny regulation in Chapters A and B, the origins filled as appropriate and signed by the official doctor of object. For this purpose the official veterinarian is convinced, if necessary, that all additional guarantees provided in the national legal system are executed.
The official veterinarian of the procurement center carries out all necessary checks of the animals arriving in these centers.
The official veterinarian who is filling in Chapter From the certificates about health provided in appendix No. 6 to this veterinary sanitary standard shall be convinced that movement of animals is registered in day of input of the certificate in system or before commissioning of this system by the national procedure of monitoring of movement of animals.
The animals specified in this veterinary sanitary standard can go as transit goods through the center for procurement located in the Republic of Moldova before sending to the state of appointment. In that case the clean bill of health completed according to sample No. 1 or No. 2 of appendix No. 6 to this Veterinarnosanitarny regulation (including Chapter C), it shall be filled by the official veterinarian of the Republic of Moldova as States of origin of animals. The official veterinarian responsible for the transit center for procurement shall fill in the second clean bill of health of animals according to appendix No. 6 to this veterinary sanitary standard with the same serial number, as the first clean bill of health of animals which is attached to it or to its copy, approved as the official veterinarian. In that case effective period of the clean bill of health of animals shall not exceed the effective period provided in paragraph of 1 this Item.
6. Animals for reproduction and production, in addition to the requirements provided in subitem 3, 4 and 5 these veterinary sanitary standards:
a) shall pass before loading on one object of origin at least 30dnevny quarantine. The official veterinarian shall based on identification and official accounting to be convinced according to requirements of the item of 3 paragraphs of 2 litas. c) this veterinary sanitary standard (establishing country of source) that animals are imported from the country according to the veterinary health requirements establishing the principles regulating the organization of veterinary control of the animals imported to the Republic of Moldova. For transit animals through the authorized center for procurement in the Republic of Moldova stay period duration out of object of origin shall not exceed 6 days;
b) for the imported/exported animals in/from the Republic of Moldova shall be transported by en route through one state which is not the country of their final appointment to the state of appointment as soon as possible and be followed by the clean bill of health of animals issued according to the veterinary health requirements establishing the principles regulating the organization of veterinary control imported to the Republic of Moldova from other countries of animals;
