About creation of Bureau on implementation of the "Simplification of Trade and Transportations in Southeast Europe" project financed by the World Bank

For the purpose of effective implementation of the project on upgrade of customs system of the Republic of Moldova and simplification of trade and transportations financed by the World Bank and for coordination of all types of activity within this Government of the Republic of Moldova DECIDES: project

1. Create:

Bureau on implementation of the "Simplification of Trade and Transportations in Southeast Europe" project financed by the World Bank as Bureau which will administer and control use of the financial resources provided for this project;

Committee on supervision of implementation of the "Simplification of Trade and Transportations in Southeast Europe" project as the supreme governing body of Bureau on implementation of this project.

2. Approve:

Structure of Committee on supervision of implementation of the "Simplification of Trade and Transportations in Southeast Europe" project according to appendix No. 1;

Regulations on Bureau on implementation of the "Simplification of Trade and Transportations in Southeast Europe" project financed by the World Bank according to appendix No. 2.

3. Determine that:

for the purpose of proper performance of works on coordination, implementation and monitoring activities of the specified Bureau are financed by advance payment and the credit of the World Bank and fees of the Government of the Republic of Moldova provided for this project;

the manager of Bureau will submit to the Ministry of Finance for approval the staff list and expense budget necessary for normal functioning of Bureau within 10-day term on implementation of the "Simplification of Trade and Transportations in Southeast Europe" project financed by the World Bank and will provide its activities according to the current legislation. Annually, till December 31, manager of the company represents, and the Ministry of Finance approves the staff list and expense budget, Bureau, necessary for ensuring normal functioning, on implementation of the project.

6. The bureau performs the activities according to the existing national legal system, this provision, directives and standards of the World Bank and other international organizations attracted at their request.

II. MAIN OBJECTIVES OF BUREAU

7. The main objectives of Bureau are:

a) implementation of the projects supported by the World Bank and other international organizations in the field of customs activities, simplification of trade and transportations;

b) optimization of coordination of different projects and simplification of the institutional relations between the Government, management of projects and World Bank;

c) ensuring cooperation (in the context of projects implementation) with all national and international agents acting in the field of simplification of trade and transportations for the purpose of effective implementation of projects in the respective area and exceptions of duplication and parallelism in actions taken by these agents;

d) provision of necessary assistance to missions for supervision of the World Bank and other international organizations and accomplishment of the recommendations containing in reports on control and memorandums;

e) assessment and control of implementation of the project and expenses on implementation, submission of reports to the Government, the Ministry of Finance, the World Bank and other international organizations;

f) development of the financial resources intended for the project;
