Technical regulation "About Radiation Safety"

The technical regulation "About Radiation Safety" is developed according to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" of May 22, 2004 No. 67, is the legal act of technical regulation in the field of ensuring radiation safety.

Chapter 1. General provisions

Article 1. Purpose and scope of this Law

1. The technical regulation "About Radiation Safety" (further - the Technical regulation) is applied for the purpose of protection of life, human health and the environment against harmful effects of ionizing radiation and establishes requirements to ensuring radiation safety for the purpose of creation of conditions for reasonable, useful and safe use of sources of ionizing radiation. Requirements to restriction of radiation of the population in this Technical regulation are applied to each of four main types of radiation: natural radiation, medical radiation of personnel and patients in case of diagnostics and treatment, technogenic radiation due to normal operation of technogenic sources, radiation as a result of radiation accidents.

2. Action of this Technical regulation extends to the design processes performed in the territory of the Kyrgyz Republic, constructions and conclusion from operation of radiation objects, production, production, storage, operation, transportation, conversion, burial of radioactive materials and other sources of ionizing radiation, installation, repair and adjustment of devices, installations and devices which operation is based on use of ionizing radiation and devices generating ionizing radiation.

3. This Technical regulation is applied to all processes which lead to radiation of the person ionizing radiation or create possibility of such radiation.

4. Requirements of this Technical regulation do not extend to the sources of ionizing radiation creating under any conditions of the treatment of them individual annual effective dose no more than 10 μSv and individual annual equivalent dose in skin no more than 50 mzv and in eye crystalline lens - no more than 15 mzv.

5. Are exempted from radiation control:

1) all types of products for which the condition of part 4 of this Article is satisfied;

2) the electrophysical devices generating ionizing radiation with the maximum energy no more than 5 kev;

3) other electrophysical devices generating ionizing radiation at which in case of any admissible mode of operation capacity of the absorbed dose in air in any available point at m 0,1 distance from their surface does not exceed μSv/h 1,0 over background;

4) materials (products), total relative specific activity of technogenic radionuclides in which does not exceed unit;

5) radio nuclide sources of radiation in which total relative activity of technogenic radionuclides does not exceed unit;

6) the control and reference closed radio nuclide sources intended for calibration and graduation of the equipment of radiation control, the total weighed activity of technogenic radionuclides in which does not exceed 10;

The closed radio nuclide sources for which under any admissible service conditions capacity of the absorbed dose in air in any available point which is at m 0,1 distance from surface of the source or product containing it does not exceed μSv/h 1,0 over background the total weighed activity of technogenic radionuclides in radio nuclide source does not exceed 7) 100 and reliable sealing of the radioactive materials which are in it is provided.

6. The requirements for radiation safety determined by this Technical regulation are obligatory for all legal entities and physical persons performing design processes, conclusion from operation of radiation objects, production, production, storage, operation, transportation, conversion, burial of radioactive materials and other sources of ionizing radiation, installation, repair and adjustment of devices, installations and devices which operation is based on use of ionizing radiation and devices generating ionizing radiation.

Article 2. The basic concepts used in this Law

Activity (A) - measure of radioactivity of any amount of the radionuclide which is in this energy condition at present of time:

where dN - the expected number of the spontaneous nuclear transformations from this energy condition happening for dt period. Unit of activity is the becquerel (Bq).

The used earlier stand-alone unit of activity of curie (Ki) constitutes 3,7x10(10) of Bq.

Activity of radionuclide minimum significant (MZA) - the value of activity of radionuclide established by this Technical regulation in open source of radiation applied in case of assessment of need to have permission to use of this source.

The activity of total source weighed - the amount of the relations of activities of each of the radionuclides containing in source to their minimum significant activities.

Activity of radionuclide specific minimum significant (MZUA) - the value of specific activity of radionuclide established by this Technical regulation in substance of open source of radiation applied in case of assessment of need to have permission to use of this source; unit of measure of specific activity - becquerel on kilogram (Bq/kg).

The activity of total source weighed specific - the amount of the relations of specific activities of each of the radionuclides containing in source to their minimum significant specific activities.

Group critical - group of persons from the population (at least 10 people), homogeneous on one or several signs (sex, age, social or professional conditions, the place of residence, food allowance) which is exposed to the greatest radiative effects from this source of ionizing radiation.

The determined effect - radiation effect for which usually there is threshold level of dose above which weight of manifestation of this effect increases with increase in dose.

The dose absorbed (D) - the size of energy of ionizing radiation transferred to substance:

where de - the average energy transferred by ionizing radiation to the substance which is in elementary amount, and dm - the mass of substance in this amount.

Energy can be average on any certain amount, and in this case the average dose will be equal to the total energy transferred to amount divided into the mass of this amount. In SI the absorbed dose is measured in the joules divided into kilogram (J x kg (-1)), and has the special name - heat (Gr). The used earlier stand-alone unit I am glad 0,01 of Gr is equal.

Dose equivalent (N of T, R) - the absorbed dose in body or fabric increased by the corresponding weighing coefficient for this type of radiation, WR:

In case of impact of different types of radiation with the different weighing coefficients the equivalent dose is determined as the amount of equivalent doses for these types of radiation

Unit of equivalent dose is sievert (Stars).

Dose effective (E) - the size used as measure of risk of emergence of the remote effects of radiation of all body of the person and his separate bodies and fabrics taking into account their radio sensitivity. It represents the amount of works of equivalent dose in bodies and fabrics on the corresponding weighing coefficients:

where HT - equivalent dose in body or fabric T, and WT - the weighing coefficient for body or fabric T.

Unit of effective dose - sievert (Stars).

The dose prevented - the predicted dose owing to radiation accident which can be prevented by protective measures.

Dose annual individual - the amount of the dose of external radiation received for calendar year and expected dose of internal radiation during all life caused by receipt in organism of radionuclides for the same year.

Pollution radioactive - presence of radioactive materials on surface, in material, in air, in body of the person or in other place in the quantity exceeding the levels established by this Technical regulation.

Zone of radiation accident - the territory, on which established fact of radiation accident.

Zone of radioactive pollution - settlements and their areas in which average for critical group of inhabitants the annual effective dose caused by the technogenic radionuclides which arrived to the environment as a result of radiation accident or prior activities exceeds 1 mzv.

The source generating - the source of ionizing radiation which is not containing radioactive materials in which ionizing radiation is generated due to change of speed of charged particles, annihilation.

Source of ionizing radiation - the substance or the device which is letting out or capable to emit ionizing radiation to which action of this Technical regulation extends.

Source natural - source of ionizing radiation of natural origin to which sources of space radiation, and also natural radionuclides in environment objects, food and body of the person belong.

Source radio nuclide - the source of ionizing radiation containing technogenic radionuclides which total relative activity and total relative specific activity are more than unit.
