About approval of State standard of higher education of the Republic of Tajikistan

1) to Approve State standard of higher education of the Republic of Tajikistan it (is applied).

2) the Ministry of Education and Science of the Republic of Tajikistan, to other ministries and departments having institutions of higher professional education in the structures to perform the activities on the basis of this Standard from now on.

3) the Ministry of Education and Science of the Republic of Tajikistan jointly and in coordination with the relevant state body of management of the higher education, other ministries and departments in which structure there are institutions of higher professional education, during 2011-2012 according to provisions of this Standard to develop and approve the training program of higher education and about results to provide information in the Government of the Republic of Tajikistan.

State standard of higher education of the Republic of Tajikistan

1. Content and industries of application

2) the Purpose of development and deployment of this Standard is entry into world space of the higher education within the Bologna agreement (the city of Bologna, on June 19, 1999), application and realization of credit system of training, and also recognition of supporting documents of higher education of the highest professional educational institutions of the Republic of Tajikistan in world educational space.

3) the State standard of higher education of the Republic of Tajikistan covers the following installations and requirements:

- determines structures of higher education, documents on higher education;

- establishes general requirements to the main training programs of higher education and postgraduate professional education;

- determines final amount of academic load of students and students of institutions of higher professional education;

- covers the academic freedom of institution of higher professional education in determination of content of higher education;

- determines general requirements to standards of the directions of higher education;

- establishes requirements to obligatory minimum of contents of the main programs of higher education and postgraduate professional education in connection with practical condition of their application, including passing of work practice, final assessment of graduates and extent of their preparation on separate industries;

- covers rules of the state supervision over fulfillment of requirements of State standard of higher education;

- determines terms of training in the main programs of higher education and postgraduate professional education in the state and non-state institutions of higher professional education.

2. General requirements

4) the Institutions of higher professional education of the Republic of Tajikistan having the state accreditation or being the applicant for its obtaining in the course of project development of the state educational standards of higher education in the directions shall observe requirements of State standard of higher education of the Republic of Tajikistan.

5) only those institutions of higher professional education which have the license have the Right of development and practical application of the main educational programs for the directions.

6) the Main users of this Standard are:

- Ministry of Education and Science of the Republic of Tajikistan;

- Public service on supervision in the field of education;

- institution of higher professional education and post-qualifying education, and also the ministries and departments having institutions of higher professional education in the structures.

7) the Main standard rates of this Standard shall be used by the institutions of higher professional education which are operating in the territory of the Republic of Tajikistan and underwent the state accreditation.

3. Structure of higher education, documents on the higher education

8) Fulfillment of requirements of this Standard are obligatory for higher education of the Republic of Tajikistan, undergone the state accreditation or being the applicant for passing of the state accreditation in the directions of training.

9) In the Republic of Tajikistan the following types of higher education are established:

a) higher education approves the personality who successfully handed over State Final Examination therefore qualification degree "bachelor" is appropriated to it;

b) higher education approves the personality who successfully handed over State Final Examination therefore qualification degree "specialist" is appropriated to it;

c) higher education approves the personality who passed State Final Examination and successfully protected final qualification work therefore degree of specialty "master" is appropriated to it.

10) the academic reference in which the amount and content of the got education are reflected is issued to Persons which did not graduate from the highest professional educational institutions according to their desire.

11) Terms of duration of training in the main training programs of higher education (except for training programs of the higher professional medical education) are established as follows:

- for receipt of qualification degree "bachelor" - at least 4 years;

- for receipt of qualification degree "specialist" - at least 5 years;

- for receipt of qualification degree "master" - 2 years (taking into account scope of qualification degree of the bachelor);

12) Persons having the document on higher education of the state sample according to specialties, can continue education according to other educational programs of higher education.

13) the Specialty of the graduate of institutions of higher professional education which is confirmed by the diploma of institutions of higher professional education allows it to continue education according to different educational programs of the higher post-qualifying professional education.

14) Higher education according to the main training programs on preparation of qualification degree "specialist" which is performed by institutions of higher professional education of the Republic of Tajikistan (except for training programs of the higher medical education) comes to the end till 2015.
