The state members of the Collective Security Treaty Organization which are hereinafter referred to as with the Parties

confirming the commitment to the purposes and the principles of the Charter of the UN, to the conventional principles and rules of international law, and also international treaties concerning arms control and confidence-building in the military sphere,

based on the Agreement on collective security of May 15, 1992,

aiming to develop further the interstate relations of partnership and interaction which are equitable to interests of the Parties on the basis of mutual trust, equality and mutually beneficial cooperation

directing efforts to maintenance of the high level of combat readiness of forming of forces and means of system of collective security providing adequate response to challenges and threats of the international security

referring to the right of the Parties to individual or collective self-defense according to article 51 of the Charter of the UN,

wishing to create the legal base for temporary stay of forming of forces and means of system of collective security in the territories of the Parties,

agreed as follows:

Article 1

For the purposes of this agreement the applied terms mean:

"forming of forces and means of system of collective security (daleeformirovaniye)" - associations, connections, the military units and divisions allocated from structure of national armed forces and other troops of the Parties, the forming of forces of special purpose allocated from among divisions of special purpose (groups of specialists) of law-enforcement bodies (police), internal troops, security service and special services, and also authorized bodies in the field of the prevention and mitigation of consequences of emergency situations of the Parties in structure of the coalition, regional (joint) groups of troops (forces), temporarily directed to the territory of the host party;

"sending party" - the Party which possesses the forming which are temporarily directed to the territory of the host party according to its official address for the solution of objectives;

"host party" - the Party in the territory of which for accomplishment of objectives according to its official address forming of the sending party temporarily are placed;

"the transit Party" - the Party through which territory forming and their personal estate when following move to the territory of the accepting or sending party;

"the transit state" - the state which is not the Party of this Agreement through which territory forming and personal estate when following move to the territory of the accepting or sending party;

"the status of forming" - legal status of forming of the sending parties which are temporarily in the territories of host parties for the purpose of the solution of the tasks facing them;

"staff of forming" (further also - persons which are part of forming) - military personnel, the staff of security service and special services, internal affairs (police), internal troops, the bodies authorized in the field of the prevention and mitigation of consequences of emergency situations and also the persons working in the military units, the organizations and organizations allocated with the Parties, or who are temporarily sent to structure of the coalition and/or regional (joint) group of troops (forces);

"Forming command" - the governing body created for management of forming;

"the interested ministries and departments" - the ministries and departments of the Parties with which participation the decision on allocation of forming of the Parties in structure of forces and means of system of collective security, their preparation, application and comprehensive providing is made;

"personal estate of forming" - the arms and military equipment, voyennotekhnichesky property, the special equipment and special means, transport and other material means necessary for functioning of forming, and also other loads which are property of guide and accepting the Parties;

"real estate (real estate objects)" - the parcels of land and objects of military and civil infrastructure located on them which are property of the accepting (transit) Party and being from its consent in temporary use of forming.

Article 2

Forming of the sending party can go to the territory of the host party according to the official address of the last for realization of the right to collective defense in case of threat and/or making of armed attack (aggression) against one or several Parties, counteraction to other challenges and threats of collective security, liquidation of emergency situations, and also for carrying out joint command and staff and army exercises.

The parties direct the forming to the territory of the host party for accomplishment of objectives only if this action does not contradict their national legal system.

The host party makes the decision on input on the territory of forming of forces and means of system of collective security if it does not contradict its national legal system.

The decision on input, tasks, structure, number of forming, procedure for their subordination, places of their dislocation, and also time of their stay in the territory of the host party is accepted by Council of collective security (daleesovt) the Collective Security Treaty Organization (further - the CSTO) based on the official appeal of one or several Parties.

Forming with inventory of appliances turn into subordination of Command of forming after the report of their commanders (chiefs) to Command about crossing of border of the host party.

Article 3

Input on the territory of the host party of the additional forming necessary for strengthening of the forming which are in its territory is performed based on the decision of Council and with the consent of the host party.

Import of the additional personal estate necessary for ensuring activities of the forming which are in the territory of the host party is performed with the consent of the host party.

The re-deployment (regrouping) of forming, their replacement are performed according to the plans approved by the interested ministries and departments of guide and accepting the Parties, and also forming Command.

Article 4

With the consent of the host party in its territory within the allocated sites of the area (areas) and objects of forming can stage komandnoshtabny and army drills, and also other actions of operational and combat training connected with accomplishment of objectives by them. At the same time areas, procedure and terms of conducting exercises, number of the participating forming, routes of their movement, stages of combat firing, the safety area, environmental and other issues are agreed by Command of forming with the interested ministries and departments of the host party.

Holding these actions outside the allocated areas and objects is allowed only in coordination with the interested ministries and departments of the host party.
