1. 3. Approve enclosed:

requirements to the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically";

changes which are made to acts of the Government of the Russian Federation.

4. To the Ministry of Telecom and Mass Communications of the Russian Federation:

approve regulations on single system of identification and authentication till April 1, 2012;

provide commissioning of single system of identification and authentication till April 15, 2012.

5. To federal executive bodies and bodies of state non-budgetary funds and also for the purpose of interdepartmental electronic interaction, execution of the state functions to perform identification, authentication, authorization and registration of physical persons and legal entities for the purpose of provision of the state services including provided by the public and local government offices and other organizations in which the state (municipal) task (order) is placed by use of single system of identification and authentication.

6. Recommend to public authorities of subjects of the Russian Federation and local government bodies identification, authentication, authorization and registration of physical persons and legal entities for the purpose of provision of the state and municipal services including provided by the public and local government offices and other organizations in which the state (municipal) task (order) is placed and also for the purpose of interdepartmental electronic interaction, execution of the state and municipal functions to perform by use of single system of identification and authentication.

Requirements to the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically"

1. The federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication) shall provide authorized access of participants of information exchange in single system of identification and authentication (further - participants of information exchange) to information containing in the state information systems, municipal information systems and other information systems.

2. Authorized access to information containing in the state and municipal information systems shall be provided with use of single system of identification and authentication.

Authorized access to information containing in other information systems can be provided with use of single system of identification and authentication provided that such information systems are connected to single system of identification and authentication according to the procedure, established by the Government of the Russian Federation.

3. Authorized access with use of single system of identification and authentication to information containing in the state, municipal and other information systems is provided to the following participants of information exchange:

a) physical persons (citizens of the Russian Federation, foreign citizens and stateless persons), including individual entrepreneurs;

b) legal entities;

c) officials of federal executive bodies, bodies of state non-budgetary funds, executive bodies of subjects of the Russian Federation, local government bodies, public and local government offices, multipurpose centers of provision of the state and municipal services (further - the multipurpose centers), and also other organizations in the cases provided by the Federal Laws, acts of the President of the Russian Federation, acts of the Government of the Russian Federation or decisions of presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity;

d) officials of the bodies and organizations having the right to issue of keys of simple digital signatures, and also certification centers, accredited according to the Federal Law "About the Digital Signature";

e) bodies and the organizations - federal executive bodies, state non-budgetary funds, executive bodies of subjects of the Russian Federation, local government bodies, the public and local government offices, the multipurpose centers, and also other organizations in the cases of use of single system of identification and authentication provided by the Federal Laws, acts of the President of the Russian Federation and acts of the Government of the Russian Federation or decisions of presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity.

3(1). Authorized access of participants of information exchange with use of single system of identification and authentication to information containing in the state, municipal and other information systems shall be performed by one of the following methods:

a) by means of use of the strengthened qualified digital signatures according to the procedure, established by the Government of the Russian Federation;
