For the purpose of strengthening of boundary safety on external borders of the State Parties of the Commonwealth of Independent States in the Central Asian region and increases in efficiency of the performed joint special boundary operations, joint operational and preventive actions Council of heads of states of the Commonwealth of Independent States solved:

1. To take information on condition of boundary safety on external borders of the State Parties of the Commonwealth of Independent States into consideration.

2. Create the Coordination and situational center of Council of commanders of Border troops (further - the Center) - regional structure of Coordination service of Council of commanders of Border troops in the Central Asian region numbering 10 people, having established since January 1, 2012 the number of personnel of Coordination service of Council of commanders of Border troops 52 persons. Determine the place of dislocation of the Center the Kyrgyz Republic.

3. To Council of Heads of Government of the Commonwealth of Independent States to provide target allocation of financial resources to Coordination service of Council of commanders of Border troops from the single budget of bodies of the CIS on functioning of the Center.

4. To council of commanders of Border troops:

approve new organizational and regular structure of Coordination service of Council of commanders of Border troops and organize work of the Center in the Central Asian region;

provide to Council of CIS Heads of Government of the offer on modification and amendments to the Regulations on Coordination service of Council of commanders of Border troops approved by the Decision of Council of CIS Heads of Government of November 14, 2008;

introduce the draft of the Program of strengthening of external borders of the states - members of the CIS in the Central Asian region for counteraction to the safety hazards coming from Afghanistan.

5. Ask the governments of the State Parties of the CIS to give possible material and logistical assistance to boundary departments of the Kyrgyz Republic and the Republic of Tajikistan for strengthening of protection of external borders of the State Parties of the Commonwealth of Independent States in the Central Asian region.
