Preamble

Ministers of Education of the State Parties of the Commonwealth of Independent States are members of the this Protocol - (further - the Parties),

recognizing importance of forming of single (general) educational space,

considering aspiration of the Parties to integration and the growing education role in economic, scientific and technological, cultural and social development, higher requirements to level of training of personnel,

in view of global nature of problems of education and wishing to make the contribution to development and strengthening international cooperation to the fields of education, sciences and cultures,

confirming the commitment to the Universal Declaration of Human Rights, the Convention of UNESCO on fight against discrimination in the field of education of December 14 of I960 of year. Recommendations of the eighteenth session of the UNESCO General Conference of education in the spirit of the international mutual understanding, cooperation and the world and education in the spirit of respect of human rights and fundamental freedoms of November 19, 1974. being guided by the Agreement on cooperation in the field of education of May 15, 1992 and the Agreement on the principles of recognition and nostrification of documents on academic degrees, comparability of academic degrees of May 17, 1993,

supporting efforts of the Conference of Ministers of Education of gosudarstvuchastnik of the Commonwealth and Inter-parliamentary Assembly of gosudarstvuchastnik of the Commonwealth of Independent States on development of the principles of the approved educational policy as important factor of forming of single (general) educational space,

being guided by provisions of the Concept of forming of single (general) educational space of the Commonwealth of Independent States and the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997,

agreed as follows:

I. Purposes

Article 1

The purpose of the this Protocol is assistance to forming of single (general) educational space of the Commonwealth of Independent States by creation of general system of recognition and establishment of equivalence of documents of the state sample on education, academic degrees and academic statuses of the Parties.

II. Obligations

Article 2

For goal achievement, determined by the Protocol, each of the Parties:

will determine the national authorities performing recognition and establishment of equivalence of documents of the state sample on education, academic degrees and academic statuses within 2 months after signing of the this Protocol;

will develop the procedure providing realization of the this Protocol, including system of assessment of activities of the educational institutions and scientific organizations having the right to issue documents of the state sample on education, academic degrees and academic statuses, and criteria of provision of the right of issue of such documents by it;

will cooperate with other Parties in collection and exchange of information, connected with recognition and establishment of equivalence of documents of the state sample on education, academic degrees and academic statuses;

will take other necessary measures providing recognition and establishment of equivalence of documents of the state sample on education, academic degrees and academic statuses of other Parties.

The parties will be developed jointly and will accept general terminology and evaluation criteria for simplification of the procedure of recognition and establishment of equivalence of documents of the state sample on education, academic degrees and academic statuses.

III. Implementation mechanism

Article 3

The realization of the this Protocol is enabled:

national authorities on certification scientific both research and educational personnel and governing bodies of education;

Council on cooperation in the field of education of the State Parties of the Commonwealth of Independent States (daleesovt);

coordination of actions of the Parties at the international forums, conferences and meetings devoted to general questions of recognition and establishment of equivalence of education documents;

bilateral and multi-lateral agreements between the Parties.

Article 4

1. Coordination and control of realization of the this Protocol is imposed on Council. National authorities of the Parties at the request of Council send it information on the achieved results and obstacles which they face in case of realization of the this Protocol.

2. Council submits to the Parties recommendations concerning application of the this Protocol.

IV. Final provisions

Article 5

The this Protocol does not affect the rights and obligations of the Parties concerning the third states.

Article 6

In the this Protocol changes and additions by common consent of the Parties can be made.
