The State Parties of this agreement on behalf of the governments which are hereinafter referred to as the Party

expressing aspiration to consolidation of the friendly international relations, development of integration processes in the Commonwealth of Independent States,

in view of importance of support and mutual enrichment of national cultures and education, preserving general cultural information space,

considering the Commonwealth of communication which traditionally developed between the people in the humanitarian sphere, mutual interest in their every possible strengthening and expansion,

understanding need of creation of interstate system of life-long education of adult population,

performed sincere aspiration to equal cooperation in the field of dissemination of knowledge,

understanding need of creation of the mechanism of realization of cooperation of the Parties for implementation of joint programs and projects in the field of dissemination of knowledge and education of adults,

agreed as follows:

Article 1

The parties shall create favorable conditions for distribution in the territory to information popularizing modern achievements in the field of science, the equipment, cultures and educations and also for cooperation in this area, to promote consolidation of creative and scientific potential in the solution of social and economic tasks.

Article 2

The parties will promote activities of the national educational and other organizations working in the field of dissemination of knowledge and education of adults, to give them methodical, advisory help and support.

Article 3

The parties will render assistance in development and implementation of national programs for increase in intellectual potential of the personality by means of the socially important projects aimed at sustainable development of society and also in preparation and approbation of new approaches to realization of perspective social technologies for the benefit of the person and ethical improvement of society.

Article 4

The parties will create favorable conditions for attraction of financial resources of the international financial institutions for the purpose of program implementation on distribution among the population of the Parties of achievements in science, culture and public construction.

Article 5

The parties together with the national scientific and educational organizations will perform programs of humanization of urban and rural environment, revival and preserving the most significant objects of history, culture and religion, providing open entry to information on cultural heritage and to its sources in gosudarstvakhuchastnik of this agreement.

Article 6

The parties will promote active connection to dissemination of knowledge and education of adult representatives of intellectual elite, the public forming and the creative unions operating in the territory of the Parties.

Article 7

The parties will promote creation and expansion in the territory of network of the organizations providers giving the chance of access to the population and organizations of the Parties to global information networks.

Article 8

The parties will perform systematic consultations by determination of priority activities in the field of dissemination of knowledge and education of adults, to hold joint scientific and practical conferences, seminars and symposiums, to accept and direct on mutual basis of lecturers and specialists, to publish guidelines manuals, to use other forms of experience exchange.

Article 9

Coordination of works on implementation of this agreement is performed by the Council for cooperation in the field of education of the State Parties of the Commonwealth of Independent States created according to the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997.

Article 10

Questions of interpretation and application of regulations of this agreement are subject to permission by mutual consultations and negotiations between concerned parties.

Article 11

Changes and additions by common consent of the Parties can be made to this agreement.

Article 12

The party which decided to leave this agreement shall notify in writing not later than 6 months on it depositary of this agreement.

Article 13

This agreement is open for accession of any state recognizing Agreement provisions.

Article 14

This agreement becomes effective from the date of its signing.

It is made in the city of Moscow on January 17, 1997 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.

The agreement is signed by the Republic of Armenia with clause: "State Article 14 in the following edition:

"This agreement becomes effective from the date of delivery on storage to depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed necessary procedures later it becomes effective in day of delivery of the relevant documents to depositary".

The agreement is not signed by Georgia, Turkmenistan, the Republic of Uzbekistan, Ukraine.
