About system of providing challenge of the emergency field services according to single number "112"

3. Recommend to executive bodies of subjects of the Russian Federation and local government bodies:

complete till 2017 works on creation of system of providing challenge of the emergency field services on single number "112", including by implementation of target programs;

provide when forming drafts of the relevant budgets of funds for the specified actions.

Regulations on system of providing challenge of the emergency field services according to single number "112"

I. General provisions

1. This Provision determines the purposes, structure, procedure for creation and functioning of system of providing challenge of the emergency field services by single number "112" (further - system-112).

2. The system-112 is intended for information support of single services on duty and dispatching of municipalities.

The challenge of the emergency field services can be also provided to each user with communication services by means of set of number intended for challenge of the corresponding emergency field service.

3. Main objectives of creation of system-112 in the Russian Federation are:

a) organization of challenge of the emergency field services for the principle of "one window";

b) the organization of package of measures, providing acceleration of reaction and improvement of interaction of the emergency field services by challenges (messages on incidents);

c) implementation of requirements of harmonization of method of challenge of the emergency field services in the Russian Federation with the European Union law.

4. The system-112 is intended for the solution of the following main objectives:

a) acceptance according to number "112" of challenges (messages on incidents);

b) obtaining from the telecom operator of the location information of person who addressed according to number "112", and (or) the subscriber device from which the challenge (the message on incident), and also other data necessary for ensuring reaction on challenge (the message on incident) was performed;

c) the analysis of the arriving information on incidents;

d) the direction of information on incidents, including challenges (messages on incidents), in services of the emergency field services on duty and dispatching according to their competence for the organization of the emergency reaction;

e) ensuring remote psychological support to person who addressed according to number "112";

e) automatic recovery of connection with the user (terminal) equipment of person who addressed according to number "112", in case of sudden interruption of connection;

g) registration of all entering and outcoming calls (messages on incidents) according to number "112";

h) maintaining the database about the main characteristics of incidents, about the beginning, completion and about the main results of the emergency response to the received challenges (the message on incidents);

i) possibility of call acceptance (messages on incidents) in foreign languages. Subjects of the Russian Federation have the right to approve the list of municipalities where taking into account local conditions it is necessary to provide call acceptance (messages on incidents) in state language of the republic which is part of the Russian Federation and (or) other languages of the people living in the territory of the subject of the Russian Federation.

II. Structure of system-112

5. The system-112 is the geographically distributed automated management information system created in borders of the subject of the Russian Federation.

6. The system-112 consists of the following main subsystems:

a) the telecommunication subsystem providing passing of challenges (messages on incidents) including telephone challenges and short text messages (SMS), from users (subscribers) of networks of the fixed or mobile radiotelephone communication in system-112, and also passing of challenge (the message on incident) from system-112 in services of the corresponding emergency field services on duty and dispatching;

b) the information and communication subsystem providing storage and updating of databases, information processing about the received challenges (messages on incidents) and possibility of receipt of information on incident from archive in the operational mode and also information and analytical decision support on the emergency response to the accepted challenges (the message on incidents) and planning of response measures. The call center in which acceptance and processing of challenges (messages on the incidents) arriving in system-112 is made is part of the specified subsystem;

c) the subsystem of advisory servicing intended for rendering the directory help to persons who addressed according to number "112" concerning life activity safety;

d) the geoinformation subsystem displaying natural and geographical, social and demographic, economic and other characteristics of the territory, the location of person who addressed according to number "112" on the basis of electronic cards and (or) the subscriber device from which the challenge (the message on incident), the scene, and also the location of the vehicles of the emergency field services raised to response to incident is performed;

e) the monitoring subsystem intended for the acceptance and information processing and signals arriving from the sensors established on controlled stationary and mobile objects including from automobile terminals of system of the emergency reaction in case of the accidents of "ERA-GLONASS" and GLONASS/GPS terminals established on the vehicles of the emergency field services raised to response to incident and the vehicles transporting dangerous goods;

e) the subsystem of ensuring information security intended for information security and means of its processing in system-112.
