Bring in the Federal Law of January 10, 2002 N 7-FZ "About environmental protection" (The Russian Federation Code, 2002, N 2, Art. 133; 2004, N 35, Art. 3607; 2006, N 1, Art. 10; 2008, N 30, Art. 3616; 2011, N 30, Art. 4590, 4596) following changes:
1) in Article 1:
a) the twenty ninth to state the paragraph in the following edition:
"the state environmental monitoring (the state monitoring of the environment) - complex observations of state of environment, including components of the environment, natural ecological systems, behind the processes happening in them, the phenomena, assessment and the forecast of changes of state of environment;";
b) the thirtieth to declare the paragraph invalid;
2) in Article 5:
a) word in paragraph seven of "monitoring of the environment (the state environmental monitoring)" shall be replaced with words "environmental monitoring (the state monitoring of the environment), procedure for the organization and functioning of single system of the state environmental monitoring (the state monitoring of the environment)";
b) add with new paragraphs the ninth - the eleventh the following content:
"establishment of procedure for creation and operation of the state fund of data of the state environmental monitoring (the state monitoring of the environment) (further also - the state fund of data), the list of types of information included in it, procedure and conditions of its representation, and also procedure for exchange of such information;
creation and operation of the state fund of data;
establishment of procedure for preparation and distribution of the annual state report on condition and about environmental protection;";
