3. Ask the governments of the states of the Commonwealth to render assistance in work of the Coordination transport meeting of the State Parties of the CIS.
It is made in the city of Yalta on September 18, 2003 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

1. The coordination transport meeting of the State Parties of the Commonwealth of Independent States (further - KTS of the CIS) is formed according to the Agreement on the principles and conditions of relations in the field of transport of December 30, 1991 and is body of industry cooperation of the CIS in the field of sea, automobile and inland water transport, and also all-transport questions in the territories of the State Parties of the CIS in interaction with other industry councils in the field of transport.
2. KTS of the CIS consists of Ministers of Transport and heads of other state bodies transport of gosudarstvuchastnik of the Commonwealth of Independent States.
3. In the activities KTS of the CIS is guided by the conventional principles and rules of international law, the Charter of the Commonwealth of Independent States, international treaties signed within the Commonwealth of Independent States, decisions of Council of heads of states and Council of CIS Heads of Government, CIS Economic Council, other bodies of the Commonwealth and this Provision.
KTS of the CIS in the work interacts with Executive committee of the CIS, Council for rail transport of the State Parties of the Commonwealth, Intergovernmental council of road builders, and other bodies of industry cooperation of the CIS.
4. The main objectives of KTS of the CIS are:
assistance to forming of general transport space of the State Parties of the CIS, to effective and safe functioning automobile, city passenger, sea and inland water transport in interaction with other modes of transport on the basis of the concepts and programs directed to enhancement of their organizational structure;
establishment of the approved tariff policy, providing conditions of transit of loads, program implementation and implementation of the actions aimed at providing environmental protection, safety of transportations of passengers and safety of loads;
coordination and information support of activities of competent authorities of the State Parties of the Agreement on the approved development of the international transport corridors passing on the territory of the State Parties of the CIS of November 20, 2009 and bodies of industry cooperation of the CIS on the approved development and joint use of the international transport corridors (ITC);
assistance to development and realization of the approved system of the legal, economic, organizational and other measures aimed at providing condition of security of objects of transport infrastructure and vehicles of the State Parties of KTS of the CIS from acts of illegal intervention;
assistance to forming of general educational space of educational institutions of transport of the State Parties of the CIS.
5. For the purpose of implementation of the tasks and creation of conditions for forming of general transport space and effective functioning automobile, city passenger, sea and inland water transport in interaction with other modes of transport, developments of infrastructure of MTK, forming of general educational space of educational institutions of transport of KTS of the CIS:
participates in development of measures for harmonization of the laws and other regulations, standards and regulations determining procedure for functioning of transport irrespective of patterns of ownership;
participates in development of financial and economic mechanisms for implementation of joint programs on transport, in carrying out coordinated policy in range of definition of transit fares in the international message (except rail transport) between the State Parties of the CIS, in creation of general system of scientific, technical and technological information base in the field of transport, legal, economic and organizational conditions for fair competition and mutual investment of the capitals, in development and the conclusion of agreements on rendering on mutual basis of the help to vehicles of the State Parties of the CIS, to the members of crews of these means and passengers who were affected by accidents or accidents, in the problem resolution of passengers insurance, the State Parties of the Commonwealth transported on the territories; promotes replenishment and upgrade of vehicle parks for functioning sea, automobile and inland water transport, to creation of joint businesses, associations, multinational corporations in these modes of transport, working off of transport and technological schemes of cargo delivery, including with use of alternative modes of transport and systems of corporate servicing of vehicles;
