About approval of the Standard regulations on security service and labor protections in the organization

Standard regulations on security service and labor protections in the organization

1. General provisions

1. The standard regulations on security service and labor protections in the organization (further - the Standard provision) are developed according to the subitem 23) of Article 15 of the Labor code of the Republic of Kazakhstan of May 15, 2007 and regulate activities of security service and labor protection in the organizations performing productive activity (further - Service).

2. The service in the work interacts with State Labour Inspection, with other state bodies of supervision and control, with structural divisions and specialists of the organization and with employee representatives, and also public safety inspectors of the organization.

2. Main objectives of Service

3. The main objectives of Service are:

1) development and implementation of complex of legal, social and economic, organizational and technical, sanitary and epidemiologic, rehabilitation, lechebnoprofilaktichesky actions for creation and providing safe and healthy working conditions on production and to injury prevention and occupational diseases;

2) the organization of development on production sites of regulating documents, regarding observance of safety requirements and labor protection;

3) the organization and coordinating of work on safety and labor protection in structural divisions of the organization and implementation of internal control on safety and labor protection, behind observance by workers of requirements of regulatory legal acts for safety and labor protection.

2-1. Rights and obligations of Service

3-1. The service has the right:

1) freely to visit and inspect production, household and other rooms;

2) to exercise control of development and accomplishment of preventive actions for creation of safe and healthy working conditions, to injury prevention and occupational diseases in structural divisions of the organization;

3-2. The service shall:

1) monthly to carry out the analysis of condition and the reasons of industrial traumatism and occupational diseases to the organizations and to develop actions for their prevention;

2) to organize training, examination in safety issues and labor protections of employees of the organization;

To provide 3) in the organizations observance of procedure for investigation of labor accidents.

3. Organization of Service

4. According to Article 339 of the Labor code of the Republic of Kazakhstan according to the status the security service and labor protections is equated to the main production services and submits directly to the first head of the organization or person, it to the representative.

The service is headed by the head of the security service and labor protections of the organization.

5. On the basis of this standard Provision taking into account specifics of production, number of workers, working conditions, unhealthy work conditions and other factors the employer develops and approves Regulations on security service and labor protections of the relevant organization, determines its structure, number, the main objectives, functions and the rights of her specialists according to the current legislation.

4. Functions of Service

6. According to the main objectives the Service performs the following functions:

6) is carried out by the operational analysis of working conditions on production sites, risks assessment and takes measures for liquidation of the found discrepancies with requirements for safety and labor protection;

Develops 7) and brings to management of the organization of suggestion for improvement of the organization of work on creation of healthy and safe working conditions;

Are excluded by 8)-10) according to the Order of the Government of the Republic of Kazakhstan of 01.06.2012 No. 731

11) approves training programs and participations in training of workers in safety and labor protection according to requirements of rules and standard rates, including in case of implementation of the new equipment and new engineering procedures;

12) participates in negotiations on the conclusion of the collective agreement in case of discussion of safety issues and labor protections, about creation of healthy and safe working conditions and life, about the amount of financing of actions for safety and labor protection, about health protection improvement;

13) takes part in work of inspection on acceptance for operation of the constructed subject to production appointment;

14) takes measures for providing the organization with normative and technical literature for safety and labor protection, completion of offices of safety and labor protection with necessary education guidances, prototypes, reference books, posters, technical means;
