The Council of Heads of Government of the Commonwealth of Independent States solved:

approve the Concept of joint military and scientific maintenance of operation of the military aircraft equipment in the State Parties of the Commonwealth of Independent States it (is applied);

to determine procedure for realization of basic provisions of the Concept to the Council of Ministers of Defense of the State Parties of the Commonwealth of Independent States.

It is made in the city of Yalta on September 18, 2003 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

The concept of joint military and scientific maintenance of operation of the military aircraft equipment in the State Parties of the Commonwealth of Independent States

1. General provisions

The concept of joint military and scientific maintenance of operation of the military aircraft equipment in the State Parties of the Commonwealth of Independent States (further - the Concept) represents frame of reference on the purposes, tasks, the principles and the main directions of development and deployment in practice of military aircraft of the State Parties of the Commonwealth of Independent States (daleegosudarstva-participating of the CIS) of progressive methods of the organization of engineering and aviation providing and methods of their realization with the minimum finance, material and labor costs.

For this Concept the applied terms mean:

"aircraft equipment" - aircraft, their onboard equipment and aggregates, engines, aviation arms, aviation means of rescue, exercise machines, land controls air traffic, navigation, landing and communication, and also means of land servicing of aircraft;

"the aircraft equipment of dual purpose" - the aircraft equipment which is used as for the purpose of ensuring needs of citizens and economy, and for the benefit of defense of the state;

"aircraft" - airplanes, helicopters, aviation, aerospace rockets, aerostats, airships, gliders, autogyros, hang-gliders and other aircraft. Aircraft can be military, civil and experimental. The aircraft equipment used in military aircraft hereinafter is referred to as "military aircraft equipment" (MAE);

"engineering and aviation providing" - complex of the actions performed by forces of engineering air service and directed to maintenance of the aircraft equipment, means of its operation and repair in permanent operability, readiness for use for the intended purpose with high non-failure operation and efficiency;

"military and scientific maintenance of operation of the military aircraft equipment" - complex of the events held by developer and (or) manufacturer ATVN, research establishments and the organizations for the purpose of maintenance of necessary level of operability and enhancement tactical and technical and operational technical characteristics of ATVN in use;

"operation of sample (product) of the military aircraft equipment" - the stage of lifecycle of sample (product) of ATVN from the moment of acceptance by its operating organization from manufacturing plant or repair shop which is set of commissioning, reduction in the established degree of readiness for proper use, maintenance in the established degree of readiness for use, proper uses, storages and transportations of sample (product) of ATVN.

Objective basis for development of the Concept is the aspiration of the State Parties of the CIS to pursue the approved military and technical policy in the field of operation and repair of ATVN.

Need of development of the Concept is caused:

requirement of creation of theoretical bases of development of the Program of military and scientific maintenance of operation of ATVN of gosudarstvuchastnik of the CIS;

uniformity of the operated ATVN;

lack of normative and organizational and methodical bases of military and scientific maintenance of operation of ATVN.

Military and scientific maintenance of operation of ATVN in gosudarstvakhuchastnik of the CIS, being element of general quality management system of arms and military equipment, it is performed within military and technical cooperation in the field of development, upgrade, production, deliveries, operation, repair and utilization of ATVN.

The realization of the Concept is enabled by means of development of the Program of voyennonauchny maintenance of operation of ATVN in the State Parties of the CIS and the corresponding plan of organizational and technical actions for its accomplishment. The general principles of providing the mode of privacy when implementing voyennonauchny maintenance of ATVN are implemented according to the Agreement on mutual ensuring safety of interstate secrets from January 22, 1993.

2. Purpose and tasks of military and scientific maintenance of operation of the military aircraft equipment

The purpose of military and scientific maintenance of operation of ATVN in the State Parties of the CIS is the maximum use of the safety margins and increase in operational and repair technological effectiveness pledged in ATVN design for ensuring its operability without decrease in level of safety of flights, and also rational expenditure of all types of resources in case of maintenance, repair and storage of ATVN. Tasks of military and scientific maintenance of operation of ATVN of the State Parties of the CIS are:

the approved forming of the main directions of development of system of operation and repair of ATVN;

development of evidence-based criteria for evaluation of technical condition of ATVN;

assessment of the actual level tactical and technical and operational technical characteristics of ATVN in use;

normative and scientific and methodical ensuring transfer of ATVN into operation on condition;
