About approval of the Technique of separate collection of household waste

According to article 35-1 of the Law of Ukraine "About waste" and for the purpose of establishment of single technique of separate collection of household waste of PRIKAZYVAYU:

1. Approve the Technique of separate collection of household waste which is applied.

2. - to the chief of staff Semchuk G. M. to provide to the deputy minister provision of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. I reserve control over the implementation of this order.

Technique of separate collection of household waste

I. General provisions

1.1. In this Technique the term is used in such value:

separate collection of household waste - collection of household waste on separate components, including sorting of household waste, for the purpose of the subsequent conversion and utilization.

Other terms are used in the values given in the Laws of Ukraine "About waste", "About housing and communal services" and "About improvement of settlements".

1.2. This Technique extends to subjects of managing irrespective of pattern of ownership who perform the activities connected with the address with household waste

1.3. Provisions of this Technique are used in case of separate collection of household waste and its implementation.

1.4. Provisions of this Technique are applied during development of schemes of sanitary cleaning of settlements, local programs of the address with household waste, accomplishment of feasibility statements on implementation of modern technologies of the address with household waste.

1.5. Separate collection of household waste is performed for the purpose of reduction of their quantity which is buried in polygons of household waste, receipts of secondary raw materials and exception of dangerous wastes which are available as a part of household waste, improvement of ecological state of environment.

1.6. Technology schemes of separate collection of household waste are determined by local government bodies taking into account annual regulation of provision of services by export of household waste, the components entering household waste, the needs for secondary energy and material resources, organic fertilizers, economic factors and other requirements.

1.7. Large-size and repair household waste gathers separately in containers with a capacity of 8 CBM and more which are located on special hard-standing spaces.

1.8. The dangerous wastes as a part of household waste determined by the resolution of the Cabinet of Ministers of Ukraine of 13.07.2000 No. 1120 "About approval of the Regulations on control of cross-border transportations of dangerous wastes and their utilization / removal and Yellow and Green lists of waste" gather separately from other types of household waste in containers of red color, and also separate at stage of collection or sorting and are transferred by consumers and contractors of services in export of household waste to the specialized enterprises which obtained licenses for implementation of transactions in the field of the treatment of dangerous wastes.

1.9. Liquid household waste is stored in cesspools and exported at least once in six months.

1.10. Separate collection of municipal solid waste is performed on the components which are part of municipal solid waste which is displayed percentage of their lump or amount and are determined by carrying out measurements in the settlement within four seasons of year, according to the Rules of determination of regulations of provision of services on export of household waste approved by the order of the Ministry of questions of housing and communal services of Ukraine of 30.07.2010 No. 259, registered in the Ministry of Justice of Ukraine 29.09.2010 for No. 871/18166.

The components which are part of municipal solid waste determine by such classification:

organic component of household waste which easily rots;

paper and cardboard;

polymers;

glass;

textiles;

II. Implementation of separate collection of municipal solid waste

2.1. Implementation of separate collection of municipal solid waste (further - MSW) is carried out on such stages:

determination of amounts of provision of services according to the address with household waste;

determination of the components which are part of municipal solid waste, and carrying out calculations of average daily and annual average formation of waste as secondary raw materials as a part of MSW (further - waste as secondary raw materials);

determination of consumers of secondary raw materials and/or reasons for need of construction of special installations on conversion of waste as secondary raw materials;

determination of consumer requirements of secondary raw materials to quality of waste as to secondary raw materials and cost of their acceptance for conversion;

choice of the technology scheme of separate collection of MSW;

the choice of types and calculation of number of containers for collection of waste as secondary raw materials, acquisition of containers;

choice of the rational scheme of arrangement of containers and construction in case of need container areas;

determination of system and mode of transportation of waste as secondary raw materials;

the choice of types and the number of specially equipped vehicles for transportation of waste as secondary raw materials.

2.2. Implementation of separate collection of MSW shall be followed by carrying out permanent propaganda job of rather safe address in the sanitary and epidemic and ecological relations with MSW and need of conscious active participation of all segments of the population for implementation of separate collection of the MSW components.
