1.1. Rail transport is basis of transport system of the Azerbaijan Republic and the timely and high-quality requirements satisfaction of the population, economy in transportations and strengthening of defense capability of the country depends on its functioning.
1.2. The disciplinary charter of employees of the railway companies of the Azerbaijan Republic (further - the Charter) No. 122 "About application of the Law of the Azerbaijan Republic "About approval, entry into force of the Labor code of the Azerbaijan Republic and the questions of legal regulation connected with it" is developed according to requirements of the Labor code of the Azerbaijan Republic, and also other legal acts of the Azerbaijan Republic for the purpose of ensuring execution of the Presidential decree of the Azerbaijan Republic of April 15, 1999 and demands from employees of the companies, organizations, associations, departments and the organizations of rail transport of high organization in work and perfect accomplishment of labor obligations for safety control of train movements and shunting operation, safety of the transported loads, baggage and other entrusted property according to proper procedure, and also in order to avoid situations, life-threatening and to health of passengers also determines special conditions of respect for discipline by employees of the railway companies. Misconduct on rail transport creates threat of life and to human health, traffic security of trains and shunting operation, safety of the transported loads, baggage and other entrusted property, and also leads to failure to carry out of tying commitments.
1.3. This Provision extends to all employees of the companies, organizations, associations, departments and the organizations of rail transport relating to property of the Azerbaijan Republic connected with movement of rail transport irrespective of their form of business and pattern of ownership including on workers of the office of Azerbaijani Railroads Private company (further - workers), except for employees of medical and sanitary organizations, the research and design organizations, libraries, methodical offices, cultural and educational, sports, improving and child care facilities, rest houses and boarding houses.
1.4. The discipline of workers consists in observance by them of the rules and regulations established by the current legislation, requirements of the regulations applied on rail transport in accomplishment of orders and instructions of heads of the companies, organizations and organizations of rail transport (further hereinafter are referred to as - heads), and also the obligations provided by employment contracts and requirements of this provision.
2.1. In addition to the job responsibilities determined by the Labor code of the Azerbaijan Republic, job responsibilities of employees of the companies of rail transport include:
2.1.1. ensure traffic security of trains and shunting operation, operation of rail transport;
2.1.2. ensure traffic security, timely cargo delivery and passengers, to observe graphic time-table, to reduce idle times of railway vehicles;
2.1.3. carry out rules and regulations on labor protection, safe engineering, production sanitation, flammability control and protection of the surrounding environment;
2.1.4. show care of passengers, providing high culture of their servicing;
2.1.5. protect technical means of rail transport (locomotives, cars, way, communicating device and others), and also the equipment, materials, state-owned property, to ensure safety of the transported loads, baggage, cargo baggage and other entrusted property, to take measures to the prevention and suppression of cases of their plunder;
2.1.6. improve skills, undergo technical training and the certification providing examination of the corresponding regulations including the regulating documents regulating operational regulations of rail transport, the alarm system on rail transport, train movements and shunting operation;
2.1.7. aim at work performance improvement, accomplishment of the established shop orders and standard rates of labor costs, decrease in cost of transportations and other works, comprehensive implementation of new technologies, the advanced methods and methods of work;
2.1.8. perform timely and in full orders, orders and the instructions of the direct head or the head, higher according to the procedure of subordination, given within their ex-officio full powers;
2.1.9. observe established procedure of wearing uniform;
2.1.10. to strictly protect the state and trade secret.
2.2. In addition to the job responsibilities established by the Labor code of the Azerbaijan Republic, subsidiary duties of the leading official workers include:

2.2.2. provide observance of regime of economy, rational use of material resources, safety of the transported loads, baggage, cargo baggage and entrusted property, to reveal and remove the causes and conditions promoting their loss, spoil and plunder;
