1. Approve Regulations on procedure for the admission to performance of works on designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan according to appendix.

2. In case of the conclusion of contracts for performance of works on designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan it is strict to heads of the ministries, state committees, departments and other organizations to be guided by requirements of the Provision approved by this resolution, and also to provide its strict observance by the subordinated organizations.

3. To the ministries, the state committees and departments to bring the regulatory legal acts into accord with this resolution in a month.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. A. Hodzhayev.

Regulations on procedure for the admission to performance of works on designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan

I. General provisions

1. This Provision determines procedure and the bases of the admission of legal entities to performance of works by designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan (further - the admission).

2. Technical means of protection (further - TSO) are sensors, control facilities and managements of access to object, means of collection, processing and display of information from sensors and control facilities and management of access to object, the means of communication and the disturbing and calling alarm system, means of video surveillance, cable networks and other communications, not standardized equipment, backup (electric power supply systems of TSO, security lighting).

3. Involvement of legal entities to performance of works on designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan without availability of the admission which is drawn up in the procedure determined by this Provision by National guard of the Republic of Uzbekistan is not allowed (further - specially authorized body).

4. The admission can be drawn up to the legal entities having the license for the right of implementation of activities for designing, mounting, adjustment, repair and maintenance of means of fire-proof automatic equipment, security, fire and the security fire alarm, issued by the Ministry of Internal Affairs of the Republic of Uzbekistan (further - the license).

II. Documents necessary for receipt of the admission

5. For receipt of the admission the legal entity represents to specially authorized body:

the statement for issue of the admission with indication of the name and form of business of the legal entity, the place of its finding (postal address), types of technical means of protection which designing, mounting, adjustment, repair and maintenance the legal entity intends to perform;

copy of the certificate on state registration of the legal entity;

information about the qualification list of workers with indication of surname, name, middle name, birth date and birth place, series and passport number, place of residence, education, post in staff of the legal entity and length of service in the specialty with appendix of the relevant documents (copies of diplomas about the higher or secondary vocational, professional education, certificates and other documents on assignment of qualification category, passing of professional development course and special preparation for the last three years) each worker;

data for the last three years on the performed works on designing, mounting, adjustment, repair and maintenance of means of fire-proof automatic equipment, security, fire and the security fire alarm and other TSO;

data on absence in staff of workers (with appendix of references from the relevant medical institutions and territorial authorities of internal affairs):

staying on the dispensary registry in connection with mental diseases, drug addiction, toxicomania or alcoholism;

concerning which criminal case is brought; having criminal record for making of intentional crime.

The special representative body independently obtains the documents and information, necessary for issue of the admission, which are available in other authorized bodies, in accordance with the established procedure by means of information exchange, including in electronic form, except for the documents and information provided by this Item.

III. Procedure for consideration of the application, issue and refusal in issue of the admission

6. Issue of the admission on performance of works on designing, mounting, adjustment, repair and maintenance of technical means of protection on especially important and categorized objects of the Republic of Uzbekistan is performed by specially authorized body.

7. Specially authorized body in time of no more than 30 working days considers the documents submitted by the legal entity based on which it makes the decision on issue or on refusal in issue of the admission.

8. For receipt of the admission the following requirements are imposed to legal entities:

experience of work at the legal entity at least three years in the field of designing, mounting, adjustment, repair and maintenance of means of fire-proof automatic equipment, security, fire and the security fire alarm and other TSO on at least, than three industrial (production) facilities;

availability in staff of the legal entity at least three workers having profile preparation and length of service at least three years on the corresponding specialization (designing, mounting, adjustment, repair or maintenance of means of fire-proof automatic equipment, security, fire and the security fire alarm and other TSO).
