About approval of the Procedure for carrying out tender by determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support is provided

For the purpose of implementation of financial support of programs (projects, actions) developed by institutes of civil society, the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out tender by determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support is provided (further - the Procedure) which is applied.

Action of this Procedure extends to provision to public associations of ethnic minorities (communities) of financial support for accomplishment (realization) of programs (projects, actions) at the expense of means state and local budgets.

1-1. Determine what is temporary, before determination of the holder and the technical administrator of online platform of interaction of executive bodies with citizens and institutes of civil society (Interaction Platform), holder of the Interaction Platform is the Ministry of digital transformation, and her technical administrator - the state company "Deystviye" which belongs to the sphere of management of the Ministry of digital transformation.

To provide to the ministry of digital transformation possibility of access central and local executive bodies, including their structural divisions which are managers of budgetary funds and/or executives in charge of the budget program, and also Social Security Fund of persons with disability, according to their statements to electronic system of carrying out tender according to the procedure for provision and termination of access to it approved by the Ministry of digital transformation.

2. To the ministries, another central and to local executive bodies:

submit in two-month time proposals concerning reduction of acts of the Cabinet of Ministers of Ukraine in compliance with Procedure;

bring own regulatory legal acts into accord with Procedure.

announce competitions by determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) in 2016, 2021 and 2022 support at the expense of budgetary funds, without the terms determined by items 4 and 22 Procedures is provided. At the same time the term of adoption of competitive offers shall not be less than 20 days from the date of the announcement of carrying out tender;

announce competition by determination of sports and improving actions of nation-wide level among the different national groups developed by public associations of the sports direction for which accomplishment (realization) in 2026 support at the expense of budgetary funds, without the terms determined by Items 4, 22 and 32 Procedures is provided;

announce competitions by determination of programs (projects, actions) of national and patriotic education developed by institutes of civil society for which accomplishment (realization) in 2018, of 2019, 2021 and 2022 support at the expense of budgetary funds, without the terms determined by items 4 and 22 Procedures is provided. At the same time the term of adoption of competitive offers shall not be less than 20 days from the date of the announcement of tender.

3. Recommend to local government bodies to apply the Procedure during determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support at the expense of means of local budgets is provided.

4. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Procedure for carrying out tender by determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support is provided

1. This Procedure establishes procedure of the organization and carrying out tender for determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support (further - tender) at the expense of means state and local budgets is provided (further - budgetary funds) and carrying out monitoring of condition of accomplishment (realization) programs (projects, actions) declared as the winners of tender.

Action of this Procedure extends to provision to public associations of ethnic minorities (communities) of financial support for accomplishment (realization) of programs (projects, actions) at the expense of means state and local budgets.

Action of this Procedure extends to the cases of provision of financial support provided by the law and decisions of local government bodies to institutes of civil society at the expense of budgetary funds.

Action of this Procedure does not extend to the cases of provision of financial support provided by the laws at the expense of budgetary funds to the All-Ukrainian sports organizations, (except sports and improving actions of nation-wide level among different national groups which powers on carrying out are conferred by the main manager of budgetary funds) to public associations of sports orientation, (except sports and improving actions of nation-wide level among different national groups which powers on carrying out are conferred by the main manager of budgetary funds), to National committee of sport of disabled people, All-Ukrainian public organization "Sports Student's Union of Ukraine", "Ukrainian Federation of School Sport" public organization, and also the Youth organization "Layer — the National Scout Organization of Ukraine" in 2017-2019 and 2021, to the national creative unions and their regional departments.
