1. Approve the enclosed Method of calculation of level of temporary decreasing coefficient to applicable fare (the price, rate of charge) on services in transfer of electrical energy and (or) technical scheduling of leave in network of electrical energy.

2. To department of administrative and territorial work of the Agency of the Republic of Kazakhstan on regulation of natural monopolies and protection of the competition (Tokareva M. A.) bring this order to the attention of structural divisions and territorial authorities of the Agency of the Republic of Kazakhstan on regulation of natural monopolies and protection of the competition and open joint stock company "The Kazakhstan company on management of power networks of KEGOC.

1. General provisions

1. This Method of calculation of level of temporary decreasing coefficient to rate (the price, rate of charge) for services in transfer of electrical energy and (or) technical scheduling of leave in network of electrical energy (further - the Technique) is developed according to the Laws of the Republic of Kazakhstan "About natural monopolies", "About power industry", the Rules of establishment and cancellation of decreasing coefficients to rates for services in transfer (transit) of electrical energy (further - Rules) approved by the order of the Chairman of the Agency of the Republic of Kazakhstan on regulation of natural monopolies, protection of the competition and support of small business of December 30, 1999 No. 23-OD registered in the Ministry of Justice of the Republic of Kazakhstan for N 1025, other regulatory legal acts of the Republic of Kazakhstan.

2. The technique determines the mechanism of calculation of level of temporary decreasing coefficient to rate (the price, rate of charge) for services:

1) on transfer of electrical energy on networks of interregional level;

2) on transfer and (or) distribution of electrical energy on networks of regional and (or) local levels (further - transfer of electrical energy on networks of the regional level);

3) technical scheduling of leave in network of electrical energy.

3. Calculation of level of temporary decreasing coefficient to rates (the prices, rates of charge) for services in transfer of electrical energy in networks of interregional level, in transfer of electrical energy in networks of the regional level and (or) technical scheduling of leave in network of electrical energy is made by authorized body for the declared period, but no more established by Rules.

4. Rates (the prices, rates of charge) on services in transfer of electrical energy in networks of interregional level, in transfer of electrical energy in networks of the regional level and (or) technical scheduling of leave in network of electrical energy taking into account temporary decreasing coefficient shall be not lower than the cost of the costs necessary for provision of these services and consider possibility of profit earning, the subject of natural monopoly providing effective functioning.

5. In the Technique the following concepts are applied:

temporary decreasing coefficient - the size established by authorized body in the settlement way and applied to rate (the price, rate of charge) for services in transfer of electrical energy in networks of interregional level, in transfer of electrical energy in networks of the regional level and (or) technical scheduling of leave in network of electrical energy;

the declared service consumption amount - the amount of consumption of service of the power transferring organization or technical operator specified in the request of the consumer for establishment of temporary decreasing coefficient;

the declared period - the period specified in the request of the consumer of service of the power transferring organization or the technical operator applying for establishment of temporary decreasing coefficient;

the consumer of service of the power transferring organization or technical operator - the physical person or legal entity using services in transfer of electrical energy in networks of interregional level, in transfer of electrical energy in networks of the regional level and (or) technical scheduling of leave in network of electrical energy, addressed to authorized body with the request for establishment of temporary decreasing coefficient;

technical operator - the organization exercising centralized supervisory control of the modes of production, transfer and consumption of electrical energy and (or) capacity in EEC of RK according to the signed agreements, regulatory legal acts and regulating technical documents;

authorized body - the state body exercising control and regulation of activities of the subject of natural monopoly of the power transferring organization or technical operator;

the power transferring organization - the organization performing on the basis of agreements transfer of electrical energy on networks of interregional level, transfer of electrical energy on networks of the regional level.

Other concepts and terms used in this Technique are applied according to the legislation of the Republic of Kazakhstan.
