About approval of methodical instructions about procedure of payments of rates for services in transit of the electric power for power lines and rates for services in transit of the electric power on power lines of interregional level

According to the order of the Government of the Republic of Kazakhstan of July 31, 1997 r. No. 1193 "About additional measures for accomplishment of the Privatization program and restructuring in power industry and to further reforming of the electrical power market" and based on the decision of the State regulating commission in power industry (the protocol of September 26, 1997 No. 2)

WE ORDER:

1. Approve Methodical instructions about procedure of payments of rates for services in transit of the electric power for power lines (according to appendix No. 1).

2. Approve with commissioning since October 1, 1997 two-part rate for services in transit of electrical energy on power lines of interregional level:

the permanent component of rate in the form of payment for use of interregional level of networks which is not depending on transit length - 25,1 tiyn / kWh;

the variable component of rate depending on transit length 0, 051-til1 / (kWh).

3. For the purpose of ensuring smooth transition to rate for services in transit of electrical energy on power lines of the interregional level providing complete economic return of the company, and creation of ravnovygodny conditions as for the consumers who are at long distances from power source and on relatives, temporarily, till January 1, 1999 to enter procedure for determination of decreasing coefficients to permanent component of rate for the consumers receiving the electric power on distance to 300 km (according to appendix No. 2).

4. To territorial administrations on the price and antimonopoly policy till October 15 of this year to carry out forecast calculations of change of the existing sredneotpuskny electricity tariffs for regions in connection with introduction since October 1 of this year of new rates for services in transit on networks of interregional level and, in case of need their increases in the IV quarter of this year, to submit the offers for consideration of the State regulating commission on power industry.

5. To provide to the power companies performing transportation of electrical and heat energy till November 1, 1997 to the Ministry of Energy and Natural Resources of the Republic of Kazakhstan on approval drafts of standard rates of losses of electrical and heat energy when transporting in power and thermal networks.

Determine that since January 1, 1999 when forming rates for electrical and heat energy:

commercial losses do not join;

technical losses are considered on the regulations approved in accordance with the established procedure.

6. Consider invalid:

1. General provisions

1.1. Networks of supply of electricity are subdivided into three levels:

1.1.1. transportation networks of interregional level - power networks of 1150 kV, 500 kV and 220 kV;

1.1.2. transportation networks of the regional level - power networks of 110 kV and 35 kV and less;

1.1.3. distribution networks of local level.

1.2. The rate for services in transit of the electric power on power lines shall cover the cost connected with operation and repair of the power grid equipment, means of antiemergency automatic equipment, relay protection, means of dispatching management, telemechanics and communication, the organization of parallel work of all users as transportation networks, ensuring reliability of power supply of consumers and to provide profit, necessary for activities of the electric grid company.

1.3. The rate for services in transit of the electric power on networks of interregional and regional levels affirms the Ministry of Economy and Trade and the Ministry of Energy and Natural Resources of the Republic of Kazakhstan, after consideration by their State regulating commission as power industry, and on networks of local level territorial administrations on the price and antimonopoly policy. At the same time rates can be adjusted in case of change of conditions of calculation and content of cost budget, but is not more often than once a quarter.

Materials for approval of rates for services in transit of the electric power on power lines are represented according to the Instruction about procedure for representation, consideration and approval of projects of the prices and rates for products and the service of business entities of natural monopolists approved by the resolution of the State committee of the Republic of Kazakhstan on the price and antimonopoly policy of June 7, 1996 N 4/75 both changes and amendments to it, approved by the order of the Minister of Economy and Trade of the Republic of Kazakhstan of September 5, 1997 N 162.

1.4. Forming of structure of the costs included in cost of the company is made according to Accounting standards, approved by the National commission of the Republic of Kazakhstan on financial accounting, and also taking into account special procedure for pricing on the products (works, services) made and realized by business entities - natural monopolists.

1.5. Cost of services in transit of electrical energy on power lines and scheduling does not join the costs connected with purchase of electrical energy for its further sale.
