Rules of survey of measuring complex of accounting of electrical energy

These rules of survey of measuring complex of accounting of electrical energy (further - Rules) determine procedure for holding actions for survey of the measuring complexes, kompenent which are their part, and intended for accounting of electrical energy on objects of the electrical power companies and consumers.

1. General provisions

1. For implementation of accounting of the electric power each Item of connection of the subject of the wholesale market of the electric power to power network shall be equipped with measuring complex of accounting of the electric power (further - measuring complex).

2. Are part of measuring complex:

1) measuring transformers of current;

2) measuring transformers of tension;

3) the electronic meter (further - the counter);

4) lines of connection of the counter with the transformer of current and transfomator of tension.

3. Survey of measuring complex is carried out for the purpose of establishment of compliance of error of measuring complex to requirements of Power grid rules.

4. Survey of measuring complex is performed by the legal entities (further - the Contractor) accredited on the right of checking of the measuring instruments which are part of measuring complex.

5. The organization of works on survey of measuring complex is assigned to the subject of the wholesale market of the electric power (further - the wholesale market) operating measuring complex (further - the Applicant).

6. Survey of the measuring complexes which are in operation on the power facilities including reconstructed regarding replacement of the counters conforming to requirements of Power grid rules is carried out by results of examination of documentation specified in Section 2 of Rules without conducting pilot studies.

7. Survey of the measuring complexes which are again put into operation is carried out after the expiration of fixed terms of trial operation and pilot studies conducted according to Section 3 of Rules.

8. Make consolidation of measuring complexes on types for carrying out survey.

9. Criteria of consolidation of measuring complexes on types are the rated voltage and types of measuring instruments.

10. Measuring instruments shall meet the requirements of Power grid rules and have the certificate on approval of type (the certificate on recognition of approval of type, the certificate on metrological certification), and also the existing certificates on checking. For the measuring instruments established till 1992 it is enough to have the existing certificate on checking.

11. Works on survey of measuring complexes or its separate stages perform on contractual basis after the written address of the Applicant to the Contractor.

2. Procedure for survey of measuring complex of accounting of electrical energy

12. The applicant submits to the Contractor for examination the following documents:

1) the copy of the certificate on approval of type (the certificate on recognition of approval of type, the certificate on metrological certification) on each gage of measuring complex. For the measuring instruments established till 1992 it is not required.

2) the copy of the existing certificate on checking on each gage of measuring complex;

3) the passport protocol of measuring complex constituted according to RD 34.09.101-94 "The standard instruction for accounting of the electric power in case of its production, transfer and distribution";

4) the technique of accomplishment of measurements of electrical energy on power facility developed according to requirements of ST of PK 2.121-2006 "GSI of RK. Requirements to techniques of accomplishment of measurements of electrical energy" and other regulating documents.

13. In case of metrological examination of documents on the measuring Contractor complex performs:

1) check of completeness of documents;

2) document creation assessment on compliance to requirements of ST of PK 2.1-2000 "GSI of RK. Terms and determinations" and ST of PK 2.121;

3) assessment of characteristics of the electric circuit of measuring complex on compliance to requirements of Power grid rules;

4) assessment of metrological characteristics of the measuring instruments which are part of measuring complex on compliance to requirements of Power grid rules;

5) assessment of the correctness of determination blundered by Power grid rules of accession of measuring complex according to metrological characteristics of measuring instruments;

6) assessment of correctness of creation of the passport protocol of measuring complex and calculation of the actual total error of measuring complex for RD 34.09.101-94;

7) check of correctness of calculation of error of measurements of electrical energy using this measuring complex by technique of accomplishment of measurements on power facility.

14. The contractor carries out expertize taking into account requirements of ST of PK 2.71-2004 "GSI of RK. Metrological examination of documents. Basic provisions" are also constituted by the expert opinion on appendix form 1 to Rules.

3. Pilot studies of measuring complexes

15. Performs pilot studies of the measuring Contractor complexes in actual practice operation.

16. Determination of error of the measuring Contractor complexes carries out according to technique of accomplishment of measurements of electrical energy on power facility.

17. The contractor conducts researches at least one third of total quantity of measuring complexes of each type operated on power facility by method of random check. The statement of selection of measuring complexes is drawn up on appendix form 2 to Rules.

18. By preparation of measuring complexes for pilot studies the Contractor performs external inspection of all components on availability of factory brands and seals, determines the actual sizes of coefficients of measuring transformers of current and tension, power failure in chain tension transformer - the counter, the actual loading of the transformer of current and the transformer of tension.

19. After carrying out researches and receipt of positive results on measuring instruments and transitional plugs of measuring chains, the researched measuring complexes, the Contractor hangs seals (pastes labels) according to Rules of production, storage and application of the verification marks approved by the order of the Chairman of Committee on technical regulation and metrology of the Ministry of the industry and trade of the Republic of Kazakhstan of April 13, 2006 No. 141 (further - Rules of production, storage and application of brands).

20. Enters results of pilot studies of the measuring Contractor complex in minutes of pilot studies on appendix form 3 to Rules.

21. For each type of measuring complex of research conduct to the first variation of error out of the limits set in Power grid rules.
