2. To management on work with cash (Mazhitov D. M.):
1) together with Legal department (Sharipov S. B.) to take measures to state registration in the Ministry of Justice of the Republic of Kazakhstan of this resolution and Instruction on the organization of motor collector transportations in the Republic of Kazakhstan;
2) in ten-day time from the date of state registration to bring this resolution and the Instruction on the organization of motor collector transportations in the Republic of Kazakhstan to the interested divisions of central office, branches of National Bank, banks of the second level and the legal entities having licenses of National Bank for the occupation right activities for collection and transfer of banknotes, coins and values.
3. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Kudyshev M. T.

1. This Instruction is developed according to regulatory legal acts of the Republic of Kazakhstan and establishes procedure for the organization of motor collector transportations.
Motor collector transportations are performed for collection and transfer of banknotes, coins and values.
2. Motor collector transportations are performed by services of collection of branches of National Bank, banks of the second level and the legal entities having the license of National Bank of the Republic of Kazakhstan (further - National Bank) on the occupation right activities for collection and transfer of banknotes, coins and values (further - service of collection).
3. Requirements of this Instruction are obligatory for accomplishment by service of collection of branches of National Bank, banks of the second level and the legal entities having the license of National Bank for the occupation right activities for collection and transfer of banknotes, coins and values.
4. Special equipment vehicles of services of collection (further - special equipment vehicles) shall have the closed body, are equipped with means for ensuring safety of the transported values and safety of workers of collection (loopholes, safes, metal cases, separate armored compartments for collectors, special armored bodies and another).
5. Special equipment vehicles shall be painted according to the tsvetografichesky schemes given in Appendix No. 1 to the Instruction.

Width of strips of the contrasting color of special equipment vehicles shall be:
for cars - 150+-5mm.;
for the cargo vehicles and buses 230+-5mm made on the chassis.
6. Special equipment vehicles shall be equipped with the special hidden light signal (further - special light signal).
Color of the light filter of special light signal shall be blue or violet.
The special light signal is established in interior (cabin) of the car in the upper the windshield corner, left from longitudinal axis of the car.
The design, characteristics and installation of special light signal shall provide in case of its inclusion visibility of signal from forward part of the car at distance at least 50 meters on border of the sector limited to corners at least 70 degrees in both parties from longitudinal axis of the car.
Elements of management of special light signal shall be readily available and provide possibility of its bystry inclusion (switching off).
The design and fixture of special light signal shall not limit visibility from driver's seat, blind the driver and create possibility of injuring of the driver and passengers.
The special light signal joins only in cases of stop of the special equipment vehicle of service of collection by the staff of law-enforcement bodies.
7. Special equipment vehicles shall be equipped with radio stations for radio communication with persons on duty on service of collection.
Use of radio-frequency range by service of collection shall be performed according to the procedure, established by the legislation of the Republic of Kazakhstan.
8. Special equipment vehicles can be equipped with the sound alarm system for the notification about attacks and other criminal encroachments in case of collector transportations.
9. Special equipment vehicles shall meet the requirements established by rules, standard rates and standards in the sphere of traffic.
10. Special equipment vehicles shall be in accordance with the established procedure registered in authorized divisions of road traffic police.
In the registration certificates of the vehicle granted on special equipment vehicles in the column "Special Marks" the text "Special services of collection" shall be put down.
11. It is forbidden to use special equipment vehicles for transportation of goods, not connected with collection and transfer of banknotes, coins and values.
12. Motor collector transportations are carried out on the instructions of the head (the duty collector) of service of collection, according to regulatory legal acts of National Bank.
Issue of task for collector transportations shall be followed by instructing of crew of collectors about procedure for its accomplishment about what collectors undersign for the special magazine (Appendix No. 2 to the Instruction).
