The agreement on cooperation of the State Parties of the Commonwealth of Independent States in the field of providing energy efficiency and energy saving
The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties
realizing need of the advancing rates of decrease in power consumption of production, transfer of economy into energy saving way of development,
considering energy saving as one of the most important factors of the solution of environmental problems,
in view of general interest in development of cooperation in the field of providing energy efficiency and energy saving, decrease in level of power consumption of economy of the State Parties of the CIS and providing on this basis of their energy security,
agreed as follows:
The purpose of this agreement is realization of energy saving policy by carrying out coordinated actions in the field of economic and sci-tech cooperation, marketing, development and realization of joint projects, use of advanced technologies in the field of providing energy efficiency and energy saving, implementation of local types of fuel, unification and harmonization of the legislation, exchange of information, stable reducing negative impact of power on the environment, development of funding mechanisms for joint projects and training of specialists.
The parties cooperate in development of the interstate programs for providing energy efficiency and to energy saving providing change of structure of production and consumption of fuel and energy resources taking into account results of development of the knowledge-intensive industries of economy.
The parties on mutually advantageous basis develop economic and sci-tech cooperation in the field of providing energy efficiency and energy saving by creation of the conditions allowing to use economically and effectively fuel and energy resources in case of permanent expansion of scales of use of renewable energy resources and alternative types of fuel.
The parties according to national legal systems provide favorable conditions for creation of science and production associations, commercial organizations with foreign investments, financial and industrial groups for carrying out researches, development and deployment of technologies, the equipment and devices of control for the purpose of accomplishment of programs for providing energy efficiency and energy saving.
For the purpose of realization of energy saving policy of the Party will use the different organizational forms including approved during the course of performance the international projects and programs within the European Union, the Economic Commission for Europe of the UN, in particular, of the Energy Efficiency — XXI project.
The parties take measures for unification and harmonization of their national legal system in the field of providing energy efficiency and energy saving, and also rules and procedures of certification and requirements of metrological control and supervision.
The parties taking into account requirements of their national legal system on protection of the state and trade secret provide openness and availability of data on condition and perspectives of development of production and use of fuel and energy resources regarding implementation of energy saving policy.
The parties, using national information resource, create the single database in the field of providing energy efficiency and energy saving.
The parties in case of mutual interest promote development of joint balances of fuel and energy resources and recommendations about their effective use.
The parties hold working meetings, seminars, exhibitions, conferences, perform exchange of information, advanced technologies and technical documentation, and also promote delivery on the mutually advantageous conditions of the equipment, devices and materials necessary for realization of joint projects in the field of providing energy efficiency and energy saving.
Coordination of works on implementation of this agreement is performed by authorities of the Parties, Executive committee of the CIS and Electrical power council of the CIS.
The parties inform Executive committee of the CIS in 3-month time after the introduction for them owing to this agreement on the authorities.
Provisions of this agreement do not affect the rights and obligations assumed by the Parties according to other international treaties.
This agreement becomes effective from date of delivery on storage to depositary of the third written notice of accomplishment of the interstate procedures by the Parties necessary for the introduction of the Agreement in force.
For the Parties which performed such procedures later it becomes effective from date of delivery on storage to depositary of the adequate written notice.
By common consent of the Parties changes and additions which are drawn up by separate protocols which will be integral parts of this agreement can be made to this agreement and will become effective according to Article 12 of this agreement.
The matters of argument connected using or interpretation of this agreement, are permitted by consultations and negotiations between concerned parties.
This agreement is effective within 5 years from the date of its entry into force. After this term this agreement is automatically prolonged every time for the new 5-year period if the Parties do not make other decision.
Each Party can leave this agreement, previously having notified in writing depositary on the intention not later than year before date of exit and having settled the financial and other liabilities which arose during action of this agreement.
