The government of the Republic of Belarus and the Government of the Azerbaijan Republic which are hereinafter referred to as with the Parties
being guided by desire to promote development of friendship, strengthening of commercial, commercial, scientific and technical, cultural and other relations between two states and their people,
for the purpose of settlement of trips of citizens of the states
agreed as follows:
Citizens of the state of one Party irrespective of the permanent residence drive, leave, follow en route and temporarily stay in the territory of the state of other Party without visas based on the documents listed in Appendix to this agreement proving their identity and confirming nationality.
Citizens of the state of one Party drive, leave and follow transit across the territory of the state of other Party through check points on frontier, open for the international message.
Citizens of the state of one Party in the time spent for the territory of the state of other Party shall observe the legislation of the state of stay, including the rule of registration, stay and movement of foreign citizens.
The citizens of the state of one Party who broke in the territory of the state of other Party of the provision of this agreement or the rule of stay bear responsibility according to the legislation of the state of stay.
Each of the Parties has the right to refuse to the citizen of the state of other Party the entry visa or to reduce the term of its stay in the territory of the state of the Party, without explaining motives of such decision.
Each of the Parties of signs at any time citizens of the state, it is offered to them to leave the territory of the state of other Party.
The parties in 30-days time from signature date of this agreement will exchange samples of the documents listed in Appendix to this agreement through diplomatic channels.
The parties without delay inform each other through diplomatic channels on introduction of new documents or changes in documents which are used for the purposes of this agreement, and direct each other their samples.
The parties will hold as required consultations for discussion of the questions connected with accomplishment of this agreement.
Any disagreements or matters of argument arising during the course of performance or applications of provisions of this agreement, will be solved by negotiations.
Changes or additions which are drawn up by the separate protocols which are integral part of this agreement which become effective according to the procedure, stipulated in Article the 10th this agreement can be as agreed by the parties made to this agreement.
The parties reserve the right in cases of safety hazard of the state, to public order, natural disasters, technogenic catastrophes or health hazard of citizens temporarily, fully or partially to suspend this agreement.
About suspension of action of this agreement, and also about renewal of its action the Party which made such decision, beforehand, but no later than 72 hours from the moment of adoption of such decision, reports about it to other Party through diplomatic channels.
This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.
This agreement is signed sine die and becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
Each of the Parties can terminate this agreement, having informed on it other Party through diplomatic channels in writing. In this case the Agreement terminates for the 90th day from the date of receipt of such notification.
It is made in the city of Minsk on May 15, 2006 in duplicate, everyone in the Russian and Azerbaijani languages, and all texts are equally authoritative.
In case of disagreements in case of interpretation of provisions of this agreement of the Party will be guided by the text in Russian.

Appendix
to the Agreement between the Government of the Republic of Belarus and the Government of the Azerbaijan Republic on mutual visa-free trips of citizens
The valid documents for the purposes of this agreement are:
a) for citizens of the Republic of Belarus:
passport of the citizen of the Republic of Belarus;
diplomatic passport;
service passport;
the national identity certificate of the seaman (in the presence of the muster roll or the statement from it);
the certificate of the crew member of the aircraft (in the presence of record in flight task);
the certificate on return to the Republic of Belarus (only for return to the Republic of Belarus);
b) for citizens of the Azerbaijan Republic:
all-civil passport of the Azerbaijan Republic;
diplomatic passport;
service passport;
the book of the seaman (in the presence of the muster roll or the statement from it);
the certificate of the crew member of the aircraft (in the presence of the corresponding record in flight task);
the certificate on return to the Azerbaijan Republic (only for return to the Azerbaijan Republic).
