The agreement between the Government of the Republic of Belarus and the Government of the Republic of Lithuania on cooperation in the field of standardization, metrology and assessment of conformity

The government of the Republic of Belarus and the Government of the Republic of Lithuania which are hereinafter referred to as with the Parties

noting important role of standardization, metrology and assessment of conformity of products in elimination of technical barriers in economic, trade and other relations, recognizing their need for ensuring compatibility, interchangeability of products, its harmlessness for health of the person, the environment and its safety for life,

considering mutual economic interest,

agreed as follows:

Article 1

The parties, having complete independence in questions of forming and realization of systems of standardization, metrology and assessment of conformity, and also the organization of work in this area:

1.1. cooperate concerning development of national authorities of standardization of the Parties and communicate connected with it;

1.2. provide the degree of equivalence of national standards of units of measurements meaning that these standards correspond to the reference values established by results of the international checkings;

1.3. provide compliance of procedures of approval of type of the measuring instruments made in the territory of the Parties and their checking to requirements of the international documents and documents of the European Union;

1.4. cooperate concerning the conformity assessment systems operating in the territory of the Parties and communicate, connected with these systems.

Article 2

Coordination of the works provided by this agreement is performed and responsibility for their accomplishment is born:

2.1. in the Republic of Belarus - Committee on standardization, metrology and certification under Council of Ministers of the Republic of Belarus;

2.2. in the Republic of Lithuania - the Lithuanian department of standardization under the Ministry of the environment of the Republic of Lithuania, the Public metrological service under the Ministry of the environment of the Republic of Lithuania and National bureau of accreditation under the Ministry of the environment of the Republic of Lithuania within the competence.

Article 3

The parties provide confidentiality of the documents and works which are carried out within this agreement, and also information on scientific and technical results if by one of the Parties it is determined that they are not subject to disclosure.

Article 4

Each of the Parties can freely use the scientific and technical information obtained as a result of cooperation if other Party did not specify about its confidentiality. This information can be transferred only with the consent of the Party which provided such information.

Article 5

In need of the purposes of implementation of provisions of this agreement between the authorized bodies of the Parties specified in Article 2 of this agreement additional protocols can consist.

Article 6

This agreement is signed sine die and becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

Each Party can denounce this agreement, having notified in writing on it other Party through diplomatic channels.

Operation of the Agreement stops the force in six months from the date of receipt of such notification by other Party.

Article 7

From coming into force of this agreement the Agreement between the Government of the Republic of Belarus and the Government of the Republic of Lithuania on cooperation in the field of standardization, metrology and certification signed on December 23, 1992 terminates.

It is made in Vilnius on June 1, 2004 in duplicate, everyone in the Russian and Lithuanian languages, at the same time both texts are equally authoritative.
