The secretariat of Council of Inter-parliamentary Assembly of gosudarstvuchastnik of the Commonwealth of Independent States (further - the Secretariat of Council of MPA of the CIS) and the Secretariat of the Collective Security Treaty Organization (further - the Secretariat of the CSTO), referred to as further with the Parties,

being guided by provisions of the Agreement on collective security, the Charter of the CSTO, the Convention on Inter-parliamentary Assembly of the State Parties of the CIS, Regulations on the Secretariat of Council of MPA of the CIS and Regulations on the Secretariat of the CSTO,

in view of the urgent need of cooperation for the purpose of further development of the legislation of system of collective security on the basis of the Agreement on collective security,

agreed as follows:

Article 1

The parties coordinate efforts in work on rapprochement of national legal systems of state members of the CSTO concerning ensuring collective security, including questions of coordination of foreign policy activities, defense, counteraction to the international terrorism and extremism, illicit trafficking in drugs and psychotropic substances, weapon, organized transnational crime, illegal migration, the prevention and mitigation of consequences of technogenic catastrophes.

Article 2

The parties interact in creation in the Secretariat of Council of MPA of the CIS of databank of national legal systems of state members of the CSTO for the questions specified in Article 1 of this agreement.

Article 3

The parties perform interaction at the expert level on preparation of the draft documents which are of mutual interest.

For this purpose the Parties encourage mutual consultation on the questions entering competence of the Secretariat of Council of MPA of the CIS and the Secretariat of the CSTO, carry out the analysis of national legal systems of state members of the CSTO at the expert level.

Article 4

The parties regularly prepare joint reports for bodies of the CSTO for the specific directions of rapprochement of national legal systems of state members of the CSTO for the questions listed in Article 1 of this agreement.

Article 5

The parties encourage holding meetings of bodies of MPA of the CIS in format of the CSTO, and also carrying out joint sittings, meetings and consultations on the questions which are of mutual interest.

Article 6

The parties regularly communicate, including with use of computer facilities and electronic means of communication on the questions which are of mutual interest.

In particular, the Parties inform each other on drafts of agendas of plenary meetings of MPA of the CIS, the permanent commissions of MPA of the CIS on foreign policy questions, concerning defense and safety, meetings of bodies of the CSTO; about the documents accepted within MPA of the CIS and the CSTO on the questions which are of mutual interest; about perspective plans of work of MPA of the CIS and the CSTO.

Article 7

The parties regularly exchange open reference, survey, analytical materials and own printing editions.

Article 8

The parties jointly perform monitoring and carry out the analysis of accomplishment within the CSTO of international treaties on the questions listed in Article 1 of this agreement.

Article 9

The parties promote lighting in mass media of joint actions and to forming of positive image of the CSTO and MPA of the CIS.

Article 10

The parties abstain from transfer to the third party of information obtained during joint activities without preliminary mutual consent on that

The parties will appoint special representatives of persons who will coordinate interaction of the Secretariat of the CSTO and Secretariat of Council of MPA of the CIS for the purpose of implementation of this agreement.

Article 12

By agreement the Parties changes and additions which are drawn up by separate protocols can be made to this agreement.

Article 13

This agreement becomes effective from the date of signing. At the same time the Protocol on interaction of the Secretariat of Council of Inter-parliamentary Assembly of the State Parties of the Commonwealth of Independent States and the Secretariat of Council of collective security of the State Parties of the Agreement on collective security of February 20, 1997 voids.

It is made in St. Petersburg on April 16 __________ 2004 in two authentic copies in Russian. Authentic copies are stored: one - in the Secretariat of Council of MPA of the CIS, another - in the Secretariat of the CSTO.
