RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of August 24, 2011 No. 242

About further enhancement of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan

(as amended on 08-05-2020)

For the purpose of further increase in efficiency of activities of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve Regulations on the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan and the Scheme of public administration and control of activities of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan according to appendices No. No. 1 and 2.

2. Assign to bodies of the public and economic board, public authorities on places, other organizations of function for protection of the population and the territories from emergency situations according to appendices No. No. 3 and 4.

3. To bodies of the public and economic board, public authorities on places, and also to other organizations in three-months time to review and in coordination with the Ministry of Emergency Situations of the Republic of Uzbekistan to approve regulations on the corresponding functional and territorial subsystems of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan.

4. To the Ministry of Emergency Situations of the Republic of Uzbekistan in two-month time in accordance with the established procedure to introduce in the Cabinet of Ministers of the Republic of Uzbekistan for approval the list of bodies of the public and economic board, public authorities on places, and also other organizations in which the position of the specialist in civil protection is entered.

5. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to  appendix No. 5.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. A. Hodzhayev.

Regulations on the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan

1. This Provision determines the main objectives, the organization of activities, structure and procedure for functioning of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan (further - GSChS).

2. GSChS combines governing bodies, forces and means of bodies of the public and economic board, public authorities on places and other organizations into which power the solution of questions on protection of the population and the territories against emergency situations is included, and is intended for the organization and implementation of actions in the field of the prevention and liquidation of emergency situations, providing in case of their origin to safety of the population, protection of the surrounding environment and reduction of damage to economy of the state in peace and wartime.

3. GSChS in the activities is guided by the Constitution of the Republic of Uzbekistan, the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders and directives of the chief of civil protection of the Republic of Uzbekistan and the Minister of Emergency Situations of the Republic of Uzbekistan, international treaties of the Republic of Uzbekistan, this Provision, and also other regulatory legal acts.

4. The main objectives of GSChS are:

implementation of state policy, development and implementation of regulatory legal acts in the field of protection of the population and the territories against emergency situations in peace and wartime;

forecasting of emergency situations, possible in the territory of republic, assessment of their social and economic effects;

development and implementation of the target and comprehensive scientific and technical programs directed to the prevention of emergency situations, safety of people, decrease in risks of dangerous technologies and productions, increase in stability of functioning of industries of economy, other organizations;

ensuring permanent readiness of the governing bodies, forces and means intended for the prevention and liquidation of emergency situations;

collection, processing, exchange and issue of information in the field of protection of the population and the territories against emergency situations;

preparation of the population, officials of governing bodies, forces and means of GSChS to actions in emergency situations;

creation of reserves of financial and material resources for liquidation of emergency situations;

implementation of state examination and control in the field of protection of the population and the territories against emergency situations;

liquidation of emergency situations;

implementation of actions for social protection of the population which was affected by emergency situations;

realization of the rights and obligations of citizens in the field of protection of the population and the territories against emergency situations, including persons who are directly participating in their liquidation;

international cooperation in the field of protection of the population and the territories against emergency situations;

providing optimum system of insurance upon possible emergency situations.

5. GSChS consists of territorial and functional subsystems and has three levels: republican, local and object as a part of which the management information structure is effective.

6. Each GSChS level has:

GSChS governing bodies;

bodies of daily management of GSChS;

forces and means of liquidation of emergency situations;

reserves of financial and material resources for liquidation of emergency situations;

warning systems, communications, automated control systems and information support.

7. Territorial subsystems of GSChS are created in the Republic of Karakalpakstan, areas and Tashkent for the prevention and liquidation of emergency situations within their administrative territories and consist of the links corresponding to areas, the cities, settlements, kishlaks and auls.

Tasks, the organization, structure of forces and means, procedure for functioning of territorial subsystems of GSChS are determined by this Provision, regulations on these subsystems developed taking into account local geophysical and climatic conditions, availability of potentially dangerous objects and affirm, in coordination with the Ministry of Emergency Situations, respectively the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and Tashkent.

8. Functional subsystems of GSChS are created in bodies of the public and economic board, in other organizations and objects for implementation of observation and control of condition of the surrounding environment and potentially dangerous objects, and also preventions and liquidations of emergency situations on the subordinated objects connected with their productive activity and consist of services GSChS, state supervision bodies, forces and means of subsystems.
