The secretariat of the Collective Security Treaty Organization (further - the Secretariat of the CSTO) and the Secretariat of the Shanghai Cooperation Organization (further - the Secretariat of SCO),
movable by aspiration to adjustment and development of the relations of equal and constructive cooperation between the Collective Security Treaty Organization (further - the CSTO) and the Shanghai Cooperation Organization (further - SCO),
being guided by the purposes and tasks of the CSTO and SCO,
considering fundamental documents of the CSTO and SCO, and also the agreement and other documents existing in the CSTO and SCO
came to the following mutual understanding:
The secretariat of the CSTO and the Secretariat of SCO, within the competence, will support cooperation in the following areas;
- ensuring the regional and international security and stability;
- counteraction to terrorism;
- fight against drug trafficking;
- suppression of arms trafficking;
- counteraction of organized transnational crime;
- in other directions which are of mutual interest.
1. The secretariat of the CSTO and the Secretariat of SCO on the basis of the mutual arrangement will hold consultations at the approved level and exchange of information on the questions which are of mutual interest and within the competence.
2. The specified consultations and exchange of information can be performed also between other permanent bodies of the CSTO and SCO on the basis of the mutual arrangement taking into account the documents regulating activities of these bodies.
1. The secretariat of the CSTO and the Secretariat of SCO will develop joint programs and actions for the purpose of development of cooperation in the spheres which are within their competence including development of measures for ensuring accomplishment of such programs and actions.
2. Representatives of permanent bodies of the CSTO and SCO under mutual approval can be invited for participation in the relevant activities held within the CSTO and SCO as guests.
1. The secretariat of the CSTO and the Secretariat of SCO can make to this Memorandum changes and additions which are drawn up by the protocols signed by the Secretary general of the CSTO and the Secretary general of SCO and will be integral part of this Memorandum.
2. The secretariat of the CSTO and the Secretariat of SCO carry out provisions of this Memorandum according to their rules and procedures.
In case of distinctions in interpretation of provisions of this Memorandum the Secretariat of the CSTO and the Secretariat of SCO hold consultations.
