About approval of Rules of introduction of personal identification number in personal data information systems and its uses

1. Approve "Rules of introduction of personal identification number in personal data information systems and its uses" (are applied).

2. This resolution becomes effective from the date of its signing.

Rules of introduction of personal identification number in personal data information systems and its uses

1. General provisions

1.1. These rules are prepared according to article 18.4 of the Law of the Azerbaijan Republic "About personal data" and establish rules of introduction of personal identification number in personal data information systems and its uses.

1.2. The personal identification number is the single unique code issued in accordance with the established procedure to the person about which personal data are entered in personal data information systems, consisting of combination of letters and digits from seven characters, allowing to establish unambiguously the relevant data on person.

1.3. Placement of personal number in personal data information systems serves coordination of information about the identical subject in the separate information systems distributed in the Section of national information space on personal data, compliance, prevention of dispersion and repeatings in this sphere.

1.4. The personal identification number is issued in the automated mode in the procedure set by the legislation in case of introduction in the State register of the population of the Azerbaijan Republic of stipulated by the legislation data on citizens of the Azerbaijan Republic, and also the foreigners who are constantly living or received the status of the refugee in the Azerbaijan Republic, and stateless persons.

1.5. 2. Introduction of personal identification number in personal data information systems

2.1. The personal identification number is issued in case of the first introduction of information on person in the State register of the population of the Azerbaijan Republic, applied to the special electronic spreadsheet under the name "Personal identification number" and stored constantly.

2.2. For ensuring introduction of personal identification number in personal data information systems, stipulated by the legislation, in these systems the coordinating electronic spreadsheet is created, the personal identification number of one person and internal number in system are placed in the corresponding columns of this table relating to this person.

2.3. For the purpose of creation of the coordinating electronic spreadsheet in the State register of the population of the Azerbaijan Republic and information system of other personal data where the personal identification number is placed, the personal data which are stored about each person are identified after mutual approval on the corresponding indicators in the automated mode. For review personal data the following data on person are used:

2.3.2. surname;

2.3.3. middle name;

2.3.4. birthday;

2.3.5. month of the birth;

2.3.6. year of birth;

2.3.7. birthplace (country, area, city, settlement, village);

2.3.8. biometric data;

2.3.9. series and document number, proving the identity.

2.4. If approval on the indicators reflected in Item 2.3 of these rules is impossible, identification is performed by research in personal procedure.

2.5. In case of introduction of data on new person in information systems of other personal data in which the personal identification number is placed in the coordinating electronic spreadsheet "Personal identification number" which is stored in the State register of the population of the Azerbaijan Republic in the automated procedure the appeal is sent. 2.7. Introduction of the personal identified number in personal data information system is provided with Service of the State register of the population of the Azerbaijan Republic and owners of these information systems.

2.8. The personal data information system in which shall is entered the personal identified number, provided with continuous communication with the State register of the population of the Azerbaijan Republic in the real mode of time.

3. Use of personal identification number in personal data information systems

3.1. The personal identification number in personal data information systems is generally used in the following purposes:

3.1.1. use in one system:

3.1.1.1. unambiguous establishment of the available data on person;

3.1.1.2. connections in common components of data on one person;

3.1.1.3. prevention of collection of repeated data on one person;

3.1.2. intersystem use:

3.1.2.1. ensuring mutual integration between personal data information systems;

3.1.2.2. coordination of the available data on one subject in information systems of separate personal data;

3.1.2.3. elimination of need of collection of homogeneous data on one subject for separate personal data information systems;

3.1.2.4. reduction of the expenses required for collection of databases of personal data information systems, updating and data storage;

3.1.2.5. prevention of the requirement at citizens of additional documents for the purpose of ensuring completeness of databases of personal data information systems.

3.2. Use of personal identification number in personal data information systems is performed according to internal regulations of this system, taking into account provisions of part of 2 these rules.

3.3. The owner of personal data information system bears responsibility for use of personal identification number in this information system.
