About measures for elimination of bureaucratic barriers and further increase in freedom of business activity

According to the Presidential decree of the Republic of Uzbekistan of August 24, 2011 No. UP-4354 "About Additional Measures for Forming of the Most Favorable Business Environment for Further Development of Small Business and Private Entrepreneurship" and for the purpose of elimination of excessive bureaucratic barriers on the way of development of private property, creating favorable conditions to expansion of scales of business activity, active participation of subjects of small business in building-up of the export potential of the country and increase in deliveries of products for export:

1. Cancel since September 1, 2011 action of documents of allowing nature in the field of business activity, according to appendix No. 1, established by decisions of the Government.

Prohibit introduction by state bodies and public authorities on places of new types of permissions and allowing procedures, not stipulated by the legislation.

To the Cabinet of Ministers with participation of the Ministry of Justice of the Republic of Uzbekistan to carry out careful inventory count of departmental regulatory legal acts in a month and to make the decision on cancellation of the allowing procedures which are not meeting modern conditions and the requirements of further deepening of the market reforms and liberalization of economy limiting freedom of business activity.

2. Establish since October 1, 2011 procedure according to which:

the term of consideration and approval of authorized bodies of requests for allocation of the parcels of land for placement of small industrial productions shall not exceed one month;
