About approval of Rules of sanitary protection of the territory of Ukraine

1. Approve Rules of sanitary protection of the territory of Ukraine which are attached.
2. To provide to the ministry of infrastructure, the Ministry of Agricultural Policy and Food, the State Customs Service, Administration of the State Border Service, the Ministry of environment protection and natural resources together with Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations creation at the companies, in the organizations and the organizations belonging to the sphere of their management and which property is placed at check points through frontier, proper conditions for implementation of activities by sanitary and quarantine divisions.
3. Recognize invalid:
the resolution of the Cabinet of Ministers of Ukraine of April 24, 1999 No. 696 "About approval of Rules of sanitary protection of the territory of Ukraine" (The Official Bulletin of Ukraine, 1999, No. 17, the Art. 740);
the resolution of the Cabinet of Ministers of Ukraine of January 12, 2001 No. 5 "About introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of April 24, 1999 No. 696" (The Official Bulletin of Ukraine, 2001, No. 3, the Art. 63).

1. These rules determine the mechanism of implementation of the organizational medical and sanitary, sanitary and hygienic, treatment-and-prophylactic and anti-epidemic measures directed to the prevention of entering and distribution on the territory of Ukraine of especially dangerous, infectious diseases and import to the territory of Ukraine of goods, chemical, biological and radioactive materials, waste and other freights life-threatening and health of the person.
2. In these rules terms are used in such value;

deratization - implementation of measures for extermination of rodents - carriers of diseases of the person which are on vehicles in baggage, freights, containers, goods, mailings or on objects;
the infected area - the specific geographical area (territory) concerning which the World Health Organization recommends to take medical and sanitary measures according to the International medical and sanitary rules;
the infectious disease having the international value - infectious disease which has considerable impact on health of the population and can quickly extend;
infection - receipt and development or reproduction of the infectious agent in organism of people and animals which can constitute risk for health of the population;
contamination - availability of the dangerous infectious or toxic agent on the surface of body of the person or animal, in product or on the product ready for consumption, or on other objects, including on vehicles;
medical and sanitary observation - implementation of medical control of persons concerning whom there are data of their rather possible infection with causative agents of especially dangerous and dangerous infectious diseases or stay in zone of possible negative impact of chemical, biological, radioactive materials, unhealthy the person for the purpose of timely identification of clinical signs of disease and the prevention of its distribution (the term of such observation in case of infectious diseases lasts during the incubatory period);
medical and sanitary control - control which is exercised for the purpose of prevention of import to the territory of Ukraine of vehicles, freights, goods and other objects, including food and food staples, medicines, biological, chemical and radioactive materials, and also materials and waste which can be factors of transmission of infection or create danger to life and health of the population;
medical and sanitary measures - complex of organizational, anti-epidemic and preventive measures which are performed for the purpose of non-admission of spread of the infectious disease having the international value;
physical examination - estimation of the state of health of person for the purpose of determination of its potential risk for other persons by performing medical examination by the worker of health care;
medical (sanitary) examination - survey of members of crews (crews), passengers according to kliniko-epidemiological indications by their poll and verification of the maritime medical and sanitary declaration, medical and sanitary part of the general declaration of the aircraft, the certificate on release of the vessel from health control, the certificate on passing judgment health control, the international certificate about vaccination or prevention and carrying out noninvasive researches;
carrier of diseases - insect, animal who is transferred by the infectious agent constituting risk for health of the population;
the recommendation of the World Health Organization - information of the World Health Organization on the available risks for health of the population which concerns the adequate medical and sanitary measures which are regularly or periodically performed for prevention or reduction of scales of spread of infectious disease and removal of obstacles for international carriages;
self-isolation - the mode of stay of person concerning which there is suspicion of infectious disease of person which had contact with the patient with especially dangerous infectious disease (except persons who were in individual protection equipment in connection with execution of service duties) or has infectious disease and does not need hospitalization, indoors, the apartment, the house, etc., necessary for implementation of medical and sanitary observation of it during the term determined by the doctor when such person to abstain according to the informed consent provided to them from contact with other persons, except with what jointly lives, and visits of public places (except urgent cases);
