Economic council of the Commonwealth of Independent States at the request of the Governments of the State Parties of the Agreement which further are referred to as with the Parties

aiming to make the contribution to creation of information base of economic integration on equal and mutually advantageous basis,

proceeding from need of creation of technological conditions, equipment rooms and software, telecommunication systems providing availability of information to potential users

being convinced that wide use of highly effective modern means and systems of informatization is important factor of economic and cultural development,

agreed as follows:

Article 1

For the purposes of this agreement the stated below terms have the following values:

the state customer - executive body (or other authorized organization) the State Party of the interstate program, the actionee this state of obligations assumed by it according to this agreement;

information - the information about persons, objects, facts, events, the phenomena and processes, irrespective of form of their registration and representation;

informatization - organizational social and economic and scientific and technical process of creation of optimal conditions for satisfaction of information requirements and realization of the rights of citizens, public authorities, local government bodies, companies and organizations, public associations on the basis of forming and use of the information resources which are not representing the state secrets, commercial and other secrets protected by the national legal system of the State Parties of this agreement;

information system - organizationally the arranged set of documents (document files) and information technologies, including with use of computer aids and the bonds realizing information processes;

information processes - processes of collection, processing, accumulating, storage, search and distribution of information;

information resources - the documents and document files in information systems (libraries, archives, funds, databanks, other information systems) prepared and systematized in form, convenient and suitable for use;

the coordinator - one of the state customers providing by mutual consent their operational interaction in the course of accomplishment of interstate programs, organizing mutual consultations and exchange of information between the state customers, approval of operating plans for the separate periods of implementation of interstate programs, development of recommendations about enhancement of cooperation, use of intermediate and resulting effects of research and development works preparing and providing the approved information on implementation of these programs in interstate bodies.

Also international research centers and the scientific organizations, transnational financial and industrial groups and interstate bodies can act as the coordinator of the interstate program. If the interstate program consists of the separate projects financed by the respective State Parties of the interstate program, then the role of coordinators of such projects is carried out by national state customers of these projects;

interstate programs - the programs interconnected on resulting effects performed by common efforts of the State Parties of the CIS in the approved fields of activity;

standardization - the activities directed to achievement of optimum extent of streamlining in certain area by means of establishment of provisions for general and reuse concerning real-life or potential tasks;

certification - the procedure of confirmation of conformity technical and software through which independent of the manufacturer (the seller, the contractor) and the consumer (buyer) the organization establishes in writing products compliance to the established requirements;

EDI [abbreviation of the English expression of Electronic Data Interchange (EDI)] - the information system providing transfer of business information of the approved structure (standard) with use of the commonly accepted qualifiers and dictionaries of data;

EDIFACT [abbreviation of the English expression of Electronic Data Interchange for Administration, Commerce and Transport (EDIFACT)] the international standard of the UN of the document EDI applied to management, trade and transport.

Article 2

This agreement regulates the relations of the Parties in the field of informatization directed on:

development of cooperation in the field of informatization and ensuring mutually advantageous interstate information exchange;

forming and implementation of interstate programs;

forming, use and protection of information resources of the State Parties of this agreement, and also the general information resources created by them as a result of implementation of this agreement;

creation and use of information technologies and means of their providing;

information security and the rights of the Parties participating in information processes.

Article 3

The parties take necessary measures for creation of conditions for implementation of the interstate programs promoting effective and high-quality information support of social and economic and scientific and technical interaction.

Article 4

The parties perform cooperation on development, approval and implementation of interstate programs. The basic list of the priority directions on forming of interstate programs of cooperation in the field of informatization of the State Parties of the CIS is given in the Appendix 1 to this agreement which is its integral part.

Article 5

The cooperation in the field of informatization, holding joint actions for development of information market is performed on the basis of equality, mutual advantage and accounting of interests of the Parties.

Article 6

The parties perform cooperation in implementation of interstate programs on the basis of the Procedure for forming and implementation of interstate programs of cooperation in the field of informatization of the State Parties of the CIS which is integral part of this agreement (Appendix 2).

The parties develop cooperation in the field of informatization in the following main directions:
