The Azerbaijan Republic joined many international treaties in the sphere of fight against human trafficking, including the Convention of the UN "Against transnational organized crime", supplementing to its Protocol "About the Prevention and Suppression of Human Trafficking, Especially Women and Children, and Punishments for It", "To optional protocol, concerning trade in children, child prostitution and child pornography", the Convention of the UN "About the rights of children", the Convention of the UN "About fight against human trafficking and against operation of prostitution by the third parties".
The legislation which is uniting in itself all aspects of fight against trade in children in the republic and rationally coordinating it activities on the basis of "The national plan of activities for fight against human trafficking in the Azerbaijan Republic (2009 - 2013)" of the President of the Azerbaijan Republic approved by the Order of May 6, 2004 No. 208, is created including the Law of the Azerbaijan Republic "About fight against human trafficking" of June 28, 2005 is adopted, the corresponding additions and changes are made to the Criminal Code of the Azerbaijan Republic, and also No. 133 is approved by the Order of the President of the Azerbaijan Republic of February 6, 2009 "The national Plan of activities of the Azerbaijan Republic for fight against human trafficking (2009 - 2013)".
"The program for elimination of the social problems creating conditions for human trafficking" (further – the Program) is prepared for the purpose of ensuring execution of Item 3 "The actions plan in connection with implementation of the National Plan of activities of the Azerbaijan Republic for fight against human trafficking (2009 - 2013)" "The national Plan of activities of the Azerbaijan Republic for fight against human trafficking (2009 - 2013)", the President of the Azerbaijan Republic approved by the Order of February 6, 2009 No. 133, and determines the mechanism of implementation of the relevant activities directed to elimination of the social problems creating conditions for trade in children.
The Program purpose – elimination of the social problems creating condition for human trafficking, creation of necessary conditions for improvement of level of living of the victims of human trafficking and the potential victims, and tasks – ensuring social protection of national group which can undergo to human trafficking, including the children and teenagers deprived of parent guardianship, who were left without supervision and also the citizens forced to leave houses boarding schools and other alternative trustee organizations on age restriction.
Financing of the expenses required for program implementation is performed within the means provided in the government budget for the relevant executive bodies.
