Protocol on the international highways of the Commonwealth of Independent States

of September 11, 1998

The State Parties of the this Protocol on behalf of the governments (further the Parties)

for the purpose of combination of efforts on development and enhancement of the highways providing international carriages of loads and passengers

agreed as follows:

Article 1

The network of the international automobile routes of the Commonwealth of Independent States represents system of the main and intermediate highways oriented in the directions the North - the South and the West - the East with branches and connecting roads. The list of the international highways of the Commonwealth of Independent States (further - the international highways of the CIS) contains in Appendix 1, being integral part of the this Protocol.

Article 2

Each of the Parties will take according to the this Protocol proper measures in order that the sections of the international highways of the CIS which are in limits of the territory of the respective State Party of the Commonwealth were brought into accord with general requirements to the international highways of the CIS which contain in Appendix 2, being integral part of the this Protocol.

Information support and coordination of the specified activities of road administrations of the Parties in referral form is performed by Intergovernmental council of road builders (further - Council).

Article 3

For the purpose of development of network of the international highways of the CIS the Parties perform actions step by step, within interstate programs, proceeding from financial opportunities of each of the Parties, with attraction in necessary cases of means of domestic and foreign investors.

Article 4

The parties take adequate measures on integration of the international highways of the CIS into the European and Asian systems of highways and transport corridors.

Article 5

The parties perform measures for arrangement of entrances to border check-points of vehicles, construction of gas stations, service stations, terminals, hotels, parking, creation of the specialized structure providing functioning of network of the companies rendering services to the international automobile carriers and also develop cooperation on reconstruction, repair and content of highways and constructions.

Article 6

The parties perform experience exchange and information on questions of creation and development of progressive technologies, materials, road machines, the equipment and devices, enhancement of system of financing and management of road economy, creations of the coordinated regulatory framework, trainings of the top skills and engineers.

Article 7

In the this Protocol by common consent of the Parties changes and additions can be made.

Article 8

Changes and amendments to appendices 1 and 2 of the this Protocol can be brought by road administrations of the Parties at the request of each of the Parties.

Changes and additions are made to Appendix 1 to the this Protocol by common consent road administrations of the Parties on which territories there pass in addition offered and changeable routes of the international highways of the CIS, and drawn up by the protocols signed by heads of road administrations of the Parties.

Changes and additions are made to Appendix 2 to the this Protocol by common consent all road administrations of the Parties and drawn up by the protocols signed by heads of road administrations of the Parties.

Article 9

Protocols on changes and amendments in appendices 1 and 2, signed by heads of road administrations of the Parties, go to Council which no later than 90 days from signature date sends them to depositary of the this Protocol.

Corresponding changes and amendments become effective in 15 days after obtaining by depositary from Council of the mentioned message.

Article 10

Provisions of the this Protocol do not mention obligations assumed by the Parties according to other international agreements.

Article 11

Road administrations of the Parties support permanent contacts with each other and with Council for questions of accomplishment of the this Protocol.

Article 12

The matters of argument connected using and interpretation of the this Protocol, are permitted by consultations or negotiations of concerned parties.
