The governments of the State Parties of this agreement (further - the Parties), noting the determining role of interstate innovative programs and projects in the scientific and technological sphere in the mechanism of realization of interests of the State Parties of the Commonwealth of Independent States in the field of scientific and technological cooperation,

recognizing need of the state support of joint innovative activities for the scientific and technological sphere in the interstate priority directions of development of science, the equipment and technologies,

for the purpose of realization of provision of article 4 of the Agreement on creation of general scientific and technological space of the State Parties of the Commonwealth of Independent States of 1995

agreed as follows:

Article 1

For the purposes of this agreement the stated below terms have the following values:

"the interstate innovative program in the scientific and technological sphere" - (the complex of the research, developmental, technological, production, social and economic, organizational and economic and other actions directed to effective use of scientific and technological potential for the purpose of obtaining new or improvements of the made product demanded by the market, the method of its production and/or enhancement of social servicing which are of interest to two or more gosudarstvuchastnik of this agreement who allocated necessary financial and/or other types of resources for their realization interconnected on resources, contractors and terms of implementation;

"the interstate innovative project in the scientific and technological sphere" the complex of the actions necessary for achievement interconnected on resources, contractors and terms of accomplishment in the most effective ways of local task (problem). "the interstate priority directions of science, the equipment and technologies" the thematic areas of development of science, the equipment and technologies approved by the Parties which provide the main contribution to scientific technology development and achievement of the delivered current and long-term it is mutually advantageous for the Parties of the social and economic purposes of development.

Article 2

1. The decision on approval of the interstate innovative program (project) to the scientific and technological sphere (further - the interstate program / project/) on representation of Interstate economic Committee of Economic union (further MEK) is accepted by the governments of the State Parties of the program (project) and is drawn up by the corresponding intergovernmental agreement (decision) according to each specific program (project).

2. The interstate program (project) acquires the status interstate after entry into force of the intergovernmental agreement (decision) on its realization.

3. Interstate committee on scientific technology development (further - MKHTP together with bodies of industry cooperation of the Commonwealth and International association of academies of Sciences will organize forming of interstate programs of sheets).

At the same time interstate programs (projects) unite the general target orientation directed to increase in high-quality level of scientific and technological social and economic development of the State Parties of this agreement.

Changes and additions by common consent of the State Parties of its realization according to the procedure provided by the corresponding intergovernmental agreement about its realization can be made to the interstate program (project).

4. MEK exercises accounting and control of summary technical and economic indicators of interstate programs (projects), and also coordinates work on enhancement of mechanisms of regulation of developments of scientific and technological cooperation.

Article 3

1. The parties accept the Procedure for forming and implementation of interstate information programs and projects in the scientific and technological sphere (further - the Procedure) which is integral part of this agreement.

2. MK scientific and technological revolution is guided by Procedure by preparation of the offers directed to enhancement of normative and methodological base of general scientific and technological space.

Article 4

For the purpose of creation of the most effective system of implementation of interstate programs (projects) the State Parties of this agreement according to the procedure, provided by their national legal system, undertake obligations:

promote experience exchange and information on condition and development of National innovative systems in the State Parties of this agreement;

stimulate activity of joint innovative activities in the scientific and technological sphere, in particular, through system of the tax, credit, customs and other benefits of economic nature stipulated in agreements on each specific interstate program (project);

render assistance in creation of innovative infrastructure, including when forming specific interstate programs and projects, innovative and insurance funds, necessary for realization, conducting Independent examination.

Article 5

The parties take measures to development of the principles and implementation of mechanisms of the state support of interstate programs (projects) at all stages of innovative process which assumes:

carrying out scientific and marketing researches for implementation of high-quality changes in condition of productive forces;

creation of essentially new types of the equipment and technology;

production organization and ensuring release of competitive commodity product;

commercial realization or other type of distribution of commodity product.

Article 6

The parties will consider question of organization of Interstate fund of support of innovative activities in the scientific and technological sphere and the organization in case of it the Scientific and methodological center for the purpose of increase in effectiveness of interstate programs (projects) due to concentration of intellectual, financial and other resources on the interstate priority directions of development of science, the equipment and technologies which are of mutual interest.

Article 7

Procedures of import, export and movement in the territories of gosudarstvuchastnik of this agreement of the material means providing accomplishment of Interstate programs (projects) are performed according to the national legal system of these states and interstate agreements (decisions) on the program. The decision on provision of the right free and without collection of duties passing of the specified procedures is accepted separately according to each specific program (project).
