AGREEMENT

of February 8, 1992

About interaction in the field of hydrometeorology

(as amended on 18-10-2011)

The agreement parties which are hereinafter referred to as with High contracting parties

recognizing importance of regular obtaining and use of hydrometeorological information for safety of the population, effective maintaining the national economy and ensuring defense capability,

understanding responsibility for providing safe favorable conditions for accommodation and timely protection against natural disasters,

noting that development of hydrometeorological processes is dynamic and has no frontiers, and the correct interpretation of hydrometeorological data requires use of information from the big territories which are not matching with administrative or other division

understanding need of carrying out the coordinated basic and applied researches having interstate value and interest

aiming at coordinated actions in the field of exchange of hydrometeorological information,

agreed as follows:

Article 1.

High contracting parties develop and pursue single policy in the field of obtaining and use of hydrometeorological information, including observance of the approved methodology of observations and technology of collection and distribution of information, taking into account the international agreements developed earlier and signed by the former USSR.

Article 2.

High contracting parties shall in coordination and is coordinated to provide:

regular exchange of hydrometeorological information, including in case of natural disasters;

the approved methodology of hydrometeorological observations;

the approved technology of collection and distribution of hydrometeorological information;

scientific research, of common interest (development of long-term forecasts of weather, methods of active impact on meteorological processes, etc.), and researches of the global phenomena (climate change, destruction of ozone layer, etc.);

organization of providing Armed Forces with hydrometeorological information;

joint training in the field of hydrometeorology;

accomplishment of the international obligations and interaction with the World Meteorological Organization.

Article 3.

For accomplishment of the provisions provided in Article 2 of this agreement, High contracting parties agreed to create:

Interstate council on hydrometeorology as the coordination institute of the Commonwealth of Independent States performing functions on 2 activities listed in Article;

Interstate council on hydrometeorology of the Commonwealth of Independent States, further - Council consists of heads of hydrometeorological services of the State Parties of the Agreement. Each State Party of the Agreement has one voice in Council. The representative of Executive committee of the CIS with the right of advisory vote is part of Council.

It is excluded according to the Protocol of 18.10.2011.

Council performs the activities based on the Regulations on it which are integral part of the Agreement.

Article 4.

Participation in this Agreement does not affect the rights and obligations of High contracting parties under earlier signed agreements, and also under agreements which can be signed in the future in development of the principles of hydrometeorological providing, on which this agreement is based.

Article 5.

High contracting parties jointly develop the procedure, rules and procedures concerning responsibility for violation of provisions of this agreement.

Article 6.

This agreement becomes effective from the moment of signing by representatives of High contracting parties.

Article 7.

This agreement is open for accession to it of any other state interested in goal achievement and this agreement tasks.

Article 8.

At any time after five years from the date of entry into force of this agreement any High contracting party can refuse participation in this agreement by the written notice of depositary. Exit acquires force for this Contracting Party on December 31 the year following after year when the depositary was notified on exit.

Article 9.

It is made in Moscow on February 8, 1992 in one copy in the Azerbaijani, Armenian, Belarusian, Kazakh, Kyrgyz, Moldavian, Russian, Tajik, Turkmen, Uzbek and Ukrainian languages. All texts are equally authoritative, the authentic copy is stored in archive of the Government of the Republic of Belarus which will send to the State Parties of its this agreement the verified copy.

I. General provisions

1.1. Interstate council on hydrometeorology of the Commonwealth of Independent States (further - Council) is created according to the intergovernmental agreement about interaction in the field of hydrometeorology of February 8, 1992 (further - the Agreement) and is body of industry cooperation of the Commonwealth of Independent States.
