1. Approve the enclosed Regulations on Public council under the Ministry of Internal Affairs of the Russian Federation.

2. To the Ministry of Internal Affairs of the Russian Federation to bring the legal acts into accord with this Decree.

3. This Decree becomes effective from the date of its signing.

Regulations on Public council under the Ministry of Internal Affairs of the Russian Federation

1. The public council under the Ministry of Internal Affairs of the Russian Federation (further - Public council) is advisory body and is formed for the purpose of ensuring coordination of socially significant interests of citizens of the Russian Federation (further - citizens), federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, and also public associations, human rights, religious and other organizations, professional associations of entrepreneurs (further - public associations and the organizations) and solutions of the most important issues of activities of law-enforcement bodies of the Russian Federation, including police (further - law-enforcement bodies).

2. The public council in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws and other regulatory legal acts of the Russian Federation, and also this Provision.

3. The regulations on Public council affirm the President of the Russian Federation.

4. The main objectives of Public council are:

a) involvement of citizens, public associations and organizations to realization of state policy in the sphere of protection of public order, prevention of offenses, ensuring public safety, and also assistance in realization of state policy in the sphere of counteraction of crime;

b) participation in development and consideration of concepts, programs, initiatives of citizens, public associations and organizations for the most topical issues of activities of law-enforcement bodies;

c) participation in informing citizens on activities of law-enforcement bodies, including through mass media, and in public discussion of the questions concerning activities of law-enforcement bodies;

d) the analysis of opinion of citizens on activities of law-enforcement bodies and bringing the summarized information obtained in analysis result to heads of relevant organs of internal affairs;

e) conducting public examination of drafts of the Federal Laws and other regulatory legal acts of the Russian Federation concerning activities of law-enforcement bodies;

e) implementation of public control over activities of law-enforcement bodies.

5. The public council for accomplishment of the tasks assigned to it has the right:

a) request and receive according to the procedure, established by the Minister of Internal Affairs of the Russian Federation, information on activities of law-enforcement bodies if it does not contradict requirements of the legislation of the Russian Federation about criminal trial, about production for cases on administrative offenses, about investigation and search operations, about protection of the state and protected by the law other secret, and also does not violate the rights of citizens, public associations and the organizations;

b) hear according to the procedure, established by the Minister of Internal Affairs of the Russian Federation, information of officials of the Ministry of Internal Affairs of the Russian Federation and its territorial authorities on activities of law-enforcement bodies for crime counteraction, protection of public order and ensuring public safety;

c) bring to management of the Ministry of Internal Affairs of the Russian Federation suggestions for improvement of activities of law-enforcement bodies;

d) create on the questions carried to competence of Public council, commission and working groups which part the staff of law-enforcement bodies, and also the government civil and local government officers, representatives of public associations and organizations can be in coordination with heads of relevant organs of internal affairs;

e) take part according to the procedure, determined by the Minister of Internal Affairs of the Russian Federation, in work of certifying commissions of law-enforcement bodies and the contest committees on replacement of vacant positions of staff of law-enforcement bodies;

e) render assistance to the staff of law-enforcement bodies in protection of their rights and legitimate interests.

6. The chairman of Public council, vice-chairmen of Public council, the secretary and members of Public council who take part in its work on a voluntary basis are part of Public council.

The chairman of Public council, his deputies and the secretary of Public council are elected from structure of Public council at organizational meeting by open voting.

7. The public council is created on the basis of voluntary participation in its activities of citizens, members of public associations and organizations.

8. The quantitative structure of Public council is determined by the Minister of Internal Affairs of the Russian Federation.

9. The staff of Public council is created by the Minister of Internal Affairs of the Russian Federation on the basis of proposals of citizens, public associations and the organizations.

Offers are accepted within 15 days from the date of placement of information on the beginning of forming of Public council on the official site of the Ministry of Internal Affairs of the Russian Federation on the Internet.

10. The citizens who received the proposal of the Minister of Internal Affairs of the Russian Federation to be part of Public council within 15 days in writing notify him on the consent or on refusal to be part of Public council.

11. The Minister of Internal Affairs of the Russian Federation not later than in 30 days from the date of the end of acceptance of written notices of citizens of their consent to be part of Public council and taking into account results of carrying out consultations with Public chamber of the Russian Federation, Russian President's Council for Civil Society and Human Rights, public associations and the organizations approves structure of Public council.

12. The first meeting of Public council is held not later than in 30 days from the date of statement of its structure.

13. Meetings of Public council are held as required, but at least once a quarter.

14. The term of office of members of Public council expires in three years from the date of the first meeting of Public council.
