Rules of registration, issue, prolongation, and also withdrawal of confirmations of diplomas

1. These rules of registration, issue, prolongation, and also withdrawal of confirmations of diplomas (further - Rules) are developed according to the subitem 13) of Item 2 of article 4 of the Law of the Republic of Kazakhstan of January 17, 2002 "About merchant shipping" and determine procedure for registration, issue, prolongation, and also withdrawal of confirmations of diplomas.

2. Confirmations of diplomas are issued:

1) to citizens of the Republic of Kazakhstan;

2) to foreign citizens and stateless persons.

3. The diplomas issued by other State Parties of the International convention about preparation and certification of seamen and execution of watch of 1978 and amendments to this Convention (further - the Convention PDMNV), are recognized the cases provided by the Convention PDMNV and in the presence of interstate agreements on mutual recognition of diplomas with issue of confirmation on recognition of the diploma issued by foreign state.

4. Confirmations of the diplomas issued by foreign state are drawn up and issued by territorial subdivision of authorized body - Sea port administration (further - MAP) in case of the address of persons specified in Item 2 of these rules with submission of the following documents:

the statement for confirmation or prolongation of confirmation of the diploma in form according to appendix to these rules, is filled in by hand, by legible handwriting or on the writing device, corrections are not allowed;

the photo 30 x 40 millimeters - 2 pieces;

copy of the identity certificate of the seaman or passport of the seaman (in the presence);

copy of the identity document of the applicant;

the certificate of registration at the place of residence or the place of temporary residence;

the copy of the residence permit and the certificate of registration at the place of residence or the place of temporary residence (for foreign citizens and stateless persons);

the copy of the diploma with the termination of effective period at least in six months;

the copy of the document confirming the validity of work in courts for health reasons including the validity concerning sight and hearing, prescription no more than two years. Foreign certificates and health declarations are not accepted;

the copy of the document confirming payment of the state fee according to the tax legislation of the Republic of Kazakhstan.

In case of prolongation of effective period of confirmation of the diploma the original of earlier issued confirmation is provided.

Graduates of sea organizations of education represent the statement reference for passing of training preparation during training.
