Chapter 1. General provisions

Article 1. Regulation subject

This Law fixes legal and organizational basis of activities, determines legal status, tasks, functions, and also powers of the Security Council of the Kyrgyz Republic (further - the Security Council) and persons which are its part.

determination of state policy in the sphere of social protection of the military personnel and members of their families, and also persons discharged from military service;

other tasks in the sphere of defense and safety.

Article 5. Functions of the Security Council

Functions of the Security Council are:

determination of domestic and foreign policy of the Kyrgyz Republic in the field of ensuring defense and safety;

development and refining of the Concept of homeland security and Military doctrine of the Kyrgyz Republic;

implementation of strategic planning in the field of defense and safety;

preparation of offers to the President of the Kyrgyz Republic on measures of rapid response in case of threat of homeland security of the Kyrgyz Republic;

information analysis about functioning of system of safety and defense capability, development of recommendations about its enhancement;

consideration of questions of forecasting and prevention of emergency situations;

consideration and introduction of offers on coordination of activities of executive bodies and local government bodies in implementation process of the made decisions in the field of safety and defense, and also assessment of their activities;

control of creation of inventories of material resources in the state and mobilization reserves for the purpose of defense;

consideration of questions of territorial defense and civil protection;

the organization of work on preparation of state programs in the field of defense, safety and control of their realization;

preparation of drafts of presidential decrees of the Kyrgyz Republic in the sphere of defense and safety, directives, orders and decisions of the Commander-in-chief of Armed Forces of the Kyrgyz Republic;

the organization of scientific research for the questions carried to maintaining the Security Council.
