1. Approve enclosed:

- Regulations on diplomatic and office passports of the Kyrgyz Republic;

- description and sample of the form of the diplomatic passport of the Kyrgyz Republic;

- description and sample of the form of the service passport of the Kyrgyz Republic.

2. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About approval of diplomatic and service passports of the Kyrgyz Republic" of August 6, 1998 No. 523;

- the order of the Government of the Kyrgyz Republic "About modification of the Regulations on diplomatic and office passports of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of November 20, 1998 No. 760" of March 13, 2003 No. 129;

- Item 2 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic on the questions connected with introduction of passports of citizens of the Kyrgyz Republic of sample of 2004" of December 30, 2004 No. 973;

- the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic of June 8, 2007 No. 218 "About approval of the Provision, the description and sample of the diplomatic passport of the citizen of the Kyrgyz Republic of sample of 2007" of September 14, 2007 No. 407;

- the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic of March 28, 2008 No. 105 "About approval of the Provision, the description and sample of the service passport of the citizen of the Kyrgyz Republic of sample of 2008" of April 27, 2009 No. 259;

- the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic of June 8, 2007 No. 218 "About approval of the Provision, the description and sample of the diplomatic passport of the citizen of the Kyrgyz Republic of sample of 2007" of April 27, 2009 No. 260.

Regulations on diplomatic and office passports of the Kyrgyz Republic

1. General provisions

1. In this Regulations on diplomatic and office passports of the Kyrgyz Republic (further - the Provision) the following concepts are used:

1) the diplomatic passport of the Kyrgyz Republic (further - the diplomatic passport) - the identity document of the citizen of the Kyrgyz Republic in case of departure from the Kyrgyz Republic, temporary stay outside the Kyrgyz Republic and entry into the Kyrgyz Republic;

2) the service passport of the Kyrgyz Republic (further - the service passport) - the identity document of the citizen of the Kyrgyz Republic in case of departure from the Kyrgyz Republic, temporary stay outside the Kyrgyz Republic and entry into the Kyrgyz Republic;

3) consular service - structural division of authorized state body of the Kyrgyz Republic in the sphere of foreign affairs;

4) service centers of the population (further - TsON) - the territorial subdivisions of the state companies which are under authority of authorized body in the sphere of registration of the population of the Kyrgyz Republic, performing documents acceptance on execution of the national passport of the citizen of the Kyrgyz Republic and its issue, and also other services rendered by authorized body;

5) authorized body in the sphere of registration of the population of the Kyrgyz Republic - the state body of the executive authority performing functions on realization of state policy in the field of registration of the population of the Kyrgyz Republic and acts of civil status;

6) the sending organizations - the state bodies of judicial, legislative and executive branches of the power, the state higher educational institutions, the state companies and business entities sending the employees to official journey;

7) service of personnel management - structural division of the sending organization for personnel;

8) manufacturer - the state company which is under authority of authorized body, performing production (personification) (further - production) the national passport of the citizen of the Kyrgyz Republic.

2. This Provision determines procedure for registration, issue, replacement, accounting, storage, delivery, withdrawal and destruction of diplomatic and office passports of the Kyrgyz Republic.

3. Diplomatic and service passports are documents of the state value and property of the Kyrgyz Republic, and their owners are under protection of the Kyrgyz Republic.

4. Diplomatic and service passports are intended for office trips and are issued for a period of 5 years.

5. In the territory of the Kyrgyz Republic diplomatic and service passports cannot serve as documents for making by their owners of civil, notarial transactions and banking activities.

6. Acceptance and transfer of the diplomatic passport and service passport as a deposit, and also their withdrawal, except cases, stipulated by the legislation the Kyrgyz Republic and this Provision is forbidden.

7. The procedure for entrance and stay in the territory of foreign state is regulated by the legislation of the corresponding foreign state, and also international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.

8. Diplomatic and service passports of the Kyrgyz Republic do not allocate its owner with diplomatic immunity or privileges.

9. The diplomatic passport is issued:

1) to the President of the Kyrgyz Republic and the members of his family (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being in its dependence) following together with him abroad;

2) Toraga of Jogorku Kenesh of the Kyrgyz Republic and his spouse / spouse;

3) to the Chairman of the Cabinet of Ministers of the Kyrgyz Republic and his spouse / spouse;

4) to the ex-president and his spouse / spouse;

5) to persons to whom the diplomatic rank of the Ambassador extraordinary and plenipotentiary or Envoy is appropriated;

6) to persons holding the corresponding state and other positions of the Kyrgyz Republic according to appendix 1 to this Provision;

9) to the staff of authorized state body of the Kyrgyz Republic in the sphere of foreign affairs who is holding diplomatic and consular positions, leaving in official journeys;

10) to the staff of authorized state body of the Kyrgyz Republic in the sphere of foreign affairs holding diplomatic and consular positions, sent to long foreign business trip in foreign institutions of the Kyrgyz Republic and the members of their families (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being dependent on parents or one of parents, and the parents who are dependent on the employee) following together with them in long foreign business trip;

11) to the heads of representative offices of state bodies of the Kyrgyz Republic in foreign states recalled by authorized state bodies of the Kyrgyz Republic and the members of their families (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being dependent on parents or one of parents, and the parents who are dependent on the head of representative office of state bodies of the Kyrgyz Republic) following together with them abroad;

12) to the sales representative, the regional sales representative, members of their families (the spouses/spouse, children who did not reach age of 18 years);

13) to representatives of the Ministry of Internal Affairs of the Kyrgyz Republic in foreign states and members of their families (the spouse/spouse, children who did not reach age of 18 years).

10. The service passport is issued:

1) to persons occupying the corresponding state, municipal or other positions of the Kyrgyz Republic according to appendix 2 to this Provision;

2) to the president of National academy of Sciences of the Kyrgyz Republic;

3) to the president of National Olympic Committee of the Kyrgyz Republic;

4) to administrative technicians of foreign institutions of the Kyrgyz Republic and members of their families (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being dependent on parents or one of parents, and the parents who are dependent on the employee), jointly the following in long foreign business trip;

5) to the staff of state bodies of the Kyrgyz Republic recalled by authorized state bodies of the Kyrgyz Republic to representative offices of state bodies of the Kyrgyz Republic abroad and the members of their families (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being dependent on parents or one of parents, and the parents who are dependent on the employee of state body of the Kyrgyz Republic) following together with them abroad;

6) to rectors of the state higher educational institutions of the Kyrgyz Republic;

7) to workers of command and flight and technical structure of airlines of the Kyrgyz Republic who by the nature of the activities decrease out of limits of the Kyrgyz Republic;

8) to heads of the state companies and joint-stock companies with the state controlling stock, according to the petition of the head of the supervising state body of the Kyrgyz Republic, from written consent of authorized state body in the sphere of realization of policy of management and the order of state-owned property;

9) to employees of the trade missions of the Kyrgyz Republic, their regional departments and members of their families (the spouses/spouse, children who did not reach age of 18 years);

10) to the owners of honorary title "The honored entrepreneur of the Kyrgyz Republic" who are citizens of the Kyrgyz Republic;

11) to heads of the subjects of entrepreneurship registered in the procedure established by the legislation of the Kyrgyz Republic on state registration of legal entities, branches (representations), at the same time the head of the subject of entrepreneurship shall be the citizen of the Kyrgyz Republic, and subjects of entrepreneurship shall correspond to the following criteria:

- not have debt to republican and local budgets of the Kyrgyz Republic;

- perform commodity export, made in the territory of the Kyrgyz Republic, of at least 5 (five) million som a year, in case of lack of export amount to have the paid tax for previous year of 15 (fifteen) million som or have the created at least 50 (fifty) permanent workplaces at the time of submission of documents on the service passport;

- not have the brought criminal cases concerning the head of the subject of entrepreneurship or criminal record outstanding in accordance with the established procedure.

11. Diplomatic or service passports according to the List of positions approved by the order (with signature stamp of limited access) authorized state body of the Kyrgyz Republic in the sphere of foreign affairs, in coordination with Administration of the President of the Kyrgyz Republic, based on offers of the supervising state bodies of the Kyrgyz Republic are issued to the citizens of the Kyrgyz Republic directed to work in the international organizations, performing the activities in the territory of foreign states for which certain privileges and immunities according to the international treaties which became effective according to the legislation of the Kyrgyz Republic are provided and to members of their families (the spouse/spouse, children who did not reach age of 18 years and also children is more senior than this age with limited opportunities of health, being dependent on parents or one of parents, and the parents who are dependent on the employee).
