The agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on conditions of organization and activities in Yerevan of the Russian-Armenian (Slavic) university

of August 29, 1997

The government of the Russian Federation and the Government of the Republic of Armenia which are hereinafter referred to as with the Parties

being guided by the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation in the field of the higher education of January 11, 1993 and the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on cooperation in the field of culture, science and education of November 13, 1995,

for the purpose of creation of optimum conditions for further interaction in development of education and cultures of the people of both states,

agreed as follows:

Article 1

The parties establish the Russian-Armenian (Slavic) university in Yerevan (further hereinafter is referred to as - university).

The university is the state higher educational institution of joint maintaining the Russian Federation and the Republic of Armenia, uses the status of the state universities of the Russian Federation and the Republic of Armenia.

Article 2

The main objectives of university are:

assistance to development of scientific and personnel capacity of both states by preparation, retrainings and advanced trainings of specialists with the higher education and research and educational personnel of humanitarian, natural-science, economic and legal profiles;

attraction for work at university of research and educational personnel from the Russian Federation and the Republic of Armenia;

application of advanced technologies, use of the achievements and experience which is saved up in the fields of education and sciences in the Russian Federation and the Republic of Armenia;

satisfaction of educational needs of the personality, assistance to preserving, development and mutual enrichment of cultures, languages, historical and national traditions of the people of both states.

Article 3

Training at university is conducted in Russian with obligatory teaching Armenian.

Article 4

The parties will create the standing joint Russian-Armenian working group of representatives the Ministry of Education of the Russian Federation and Ministry of Education and Science of the Republic of Armenia for the solution of questions of material, financial and educational and methodical provision of activities of university, and also determination of conditions and procedure for carrying out competitive selection of entrants.

Forming of material resources of university is performed according to recommendations of joint Russian-Armenian working group taking into account legislations of the states of the Parties.

Article 5

The Armenian Side transfers to University on the right of operational management of the building, construction, student residences, the parcels of land and ready objects for the purpose of placement of the educational case, and also sports, treatment-and-prophylactic, cultural and other facilities.

Assessment of property of University is made by agreement of the parties.

The value addition of buildings, constructions and other real estate as a result of capital investments at the expense of means of any sources, including additional deposits of the states of the Parties, affects balance of University.

Each of the states of the Parties has equal shares in property of University.

Article 6

Financial provision of activities of University is performed by the Parties on a parity basis, including in the form of subsidies at the expense of the means provided in the federal budget of the Russian Federation and in the government budget of the Republic of Armenia on education.

Entrepreneurial and other revenue-producing activities, and also others stipulated by the legislation sources of the states of the Parties can also be source of financial provision of activities of University.

The profit and loss budget of University taking into account subsidies affirms the Ministry of Education of the Russian Federation and the Ministry of Education and Science of the Republic of Armenia taking into account recommendations of joint Russian-Armenian working group.

Article 7

The university can take part in accomplishment of the scientific and educational programs and projects realized in the Russian Federation and the Republic of Armenia due to public financing, and also different humanitarian funds of the states of the Parties and foreign countries.

The parties promote participation of University in implementation of the international programs of cooperation in the field of science and education in which the Russian Federation and the Republic of Armenia participate, and also target comprehensive programs of the Russian Federation and the Republic of Armenia in the area of science, education and culture, development of bilateral ties of University is promoted with leading universities and the educational centers of the states of the Parties, and also foreign countries, by the organizations of educational, scientific and work practice in these centers of students, graduate students and teachers of University.

Article 8

Activities of University are regulated by its Charter approved by the Ministry of Education of the Russian Federation and the Ministry of Education and Science of the Republic of Armenia.

Article 9

Educational activities at university are performed on the basis of the Russian state educational standard of higher education and national and regional components approved by the Armenian Side.

The clerical work at university is conducted in Russian.

Article 10

The rector of university is elected according to the procedure, determined by the charter of university, and affirms the joint decision of executive bodies as the field of education of the Russian Federation and the Republic of Armenia.

The board of trustees into which representatives of public authorities of the Russian Federation and the Republic of Armenia, entrepreneurial, financial, scientific and creative worlds, mass media, public organizations can enter renders assistance to university in the solution of objectives. Activities of the board of trustees are regulated by the Provision approved by the Ministry of Education of the Russian Federation and the Ministry of Education and Science of the Republic of Armenia.

Article 11

The persons having secondary (complete) general or secondary professional education and who are knowing Russian irrespective of nationality, sex, age, religion, social position and political views have the right of entering a university.

Transfer in number of students of university is performed based on competitive selection by results of admission examinations.
