1. Approve the Concept of forming of information space of the Commonwealth of Independent States it (is applied).

2. For the purpose of implementation of the above-named Concept to assign to the Executive Secretariat of the Commonwealth of Independent States organizational support of interaction of bodies of the Commonwealth and the organizations responsible for forming of information space in the states of the Commonwealth.

3. To the executive Secretariat of the Commonwealth with participation of plenipotentiaries of the State Parties of the CIS and the bodies of the Commonwealth interested departments of the State Parties of the Commonwealth, the national and international scientific organizations and associations to complete project development of the Perspective plan of preparation of documents and actions for implementation of the Concept of forming of information space of the Commonwealth of Independent States and to submit it for consideration of Council of Heads of Government of the Commonwealth in 1997.

It is made in the city of Moscow on October 18, 1996 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Concept of forming of information space of the Commonwealth of Independent States

Summary

The concept of forming of information space of the CIS (daleekontseption) is prepared according to the Decision of Council of Heads of Government of November 3, 1995 and in pursuance of the Legal decision of Council of Heads of Government of April 12, 1996.

The concept has advisory nature, is based on ascertaining of the available information rapprochement of the states of the Commonwealth and represents system of the approved views of the purposes and priorities in spheres of state cooperation - members of the CIS in development of interstate information exchanges.

the priority purposes and interests of carrying out the policy of forming of information space of the CIS approved at the interstate level;

the principles and organizational bases of cooperation of gosudarstvuchastnik of the CIS in the field of development of information and telecommunication services;

mechanisms and sales terms of the actions approved at the interstate level and programs for development of interstate information exchanges.

The concept is constituted taking into account basic provisions of national programs of informatization and development of the communication systems prepared in the states of the Commonwealth.
