The agreement between the Government of the Russian Federation and the Government of Turkmenistan on cooperation in the field of culture, science and education

of May 18, 1995

The government of the Russian Federation and the Government of Turkmenistan, the hereinafter referred to as Parties,

in view of the traditional relations of friendship between the people of both states,

expressing aspiration and from now on to develop and strengthen cooperation between the Russian Federation and Turkmenistan in the field of culture, science and education,

being convinced that bonds are equitable in these areas to radical interests of the people of both states and will promote further consolidation of mutual understanding and trust between them, to approval of universal values and enrichment of cultures of two countries,

being guided by provisions of the Helsinki Final act and the Treaty of friendship and cooperation between the Russian Federation and Turkmenistan of July 31, 1992,

agreed as follows:

Article 1.

The parties will promote development of cooperation in the field of culture, art, science, education, information, sport and tourism between the relevant public institutions and the organizations of both countries, and also through public organizations, the creative unions, associations and funds.

Article 2.

Each Party will provide to citizens of other state broad access to cultural property of the people of the country and, in particular, to historically developed collections of cultural values which integrity they confirm.

Article 3.

The parties guarantee free and equal development of cultures of the Russian minority living in the territory of Turkmenistan and the Turkmen minority living in the territory of the Russian Federation. They, in particular, will create favorable conditions for preserving their national originality, culture, language, and also realization of spiritual and religious needs.

Article 4.

The parties will render assistance to holding festivals, tours, statement of musical and theatrical works of authors of other country, exchange of delegations, holding creative meetings. In the field of the fine arts of the Party will promote exchange of art exhibitions.

Article 5.

The parties will cooperate in area of preserving cultural property of both states, including historical, cultural and religious monuments. The parties by negotiations on the basis of the current legislation of the states will resolve the issues connected with missing or illegal the exported works of art which appeared in the territory of other country.

Article 6.

The parties will promote holding film festivals, exchange of movies, delegations and specialists, implementation of joint statements, cooperation between film archives, to exchange of literature and materials in the field of cinematography.

Article 7.

The parties will encourage exchanges in the field of publishing case, to render comprehensive assistance to interlibrary bonds, exchange of delegations of writers, journalists and publishers, publication of materials about political, economic, cultural and scientific life, the edition of newspapers and magazines in language of the people of each of the countries.

Article 8.

The parties will promote development of cooperation of the Russian Federation and Turkmenistan in the field of copyright protection.

Article 9.

The parties will cooperate in area of television and broadcasting.

Article 10.

The parties cooperate in questions of development of material and technical resources of culture, exchange new technologies, perform on mutually advantageous basis of supply of equipment and technical means for organizations and the organizations of culture and art.

Article 11.

The parties promote development of direct partner connections between organizations and the organizations of culture, art collectives, film organizations, publishing houses, funds, cultural figures.

The parties encourage cooperation between academies of Sciences and other scientific institutions of both countries in the directions which are of mutual interest.

Article 13.

Each of the Parties guarantees to the citizens of other country living in its territory equal with the citizens of right to education, its availability and equality of all educational institutions irrespective of training language. The parties provide satisfaction of educational needs of ethnic minorities, first of all by creating favorable conditions for education in the native language.

Article 14.

The parties will give mutual aid in enhancement of education systems, creation of textbooks and other educational and methodical literature for ethnic minorities of other country.

Article 15.

The parties assist development of direct partner connections in the field of education between the highest, average and professional educational institutions, schools, and also research institutions.

Article 16.

The parties promote experience exchange of work of educational institutions, information on questions of development of system and material and technical resources of education, and also promote cooperation in training, to development and implementation of joint programs and projects in the field of education.

Article 17.

The parties will cooperate in case of studying and distribution of Russian in Turkmenistan and Turkmen in the Russian Federation.

Article 18.

The parties recognize equivalent the education documents issued till January 1, 1993, academic degrees and ranks, competence certificates and diplomas and, considering the performed reforms in the field of education, will develop provisions on mutual recognition of new education documents, academic degrees and ranks.

Article 19.

The parties will encourage cooperation in the field of archiving.

Article 20.

The parties will promote creation and functioning in the territory of the states of the information cultural centers of other Party which activities will be regulated by independent agreements.

Article 21.

The parties promote development of bonds in the field of physical culture and sport, first of all by direct cooperation between the sports organizations, societies and clubs, competitions, exchange of athletes and trainers, scientific and methodical information and experience of participation in the international competitions.

Article 22.

The parties will cooperate in the field of tourism.
