1. Approve the enclosed requirements to the organizations for providing civil aircrafts with fuels and lubricants.

2. This resolution becomes effective after ten calendar days after day of the first official publication.

Requirements to the organizations for providing civil aircrafts with fuels and lubricants

1. General provisions

1. These requirements to the organizations for providing civil aircrafts with fuels and lubricants (further - requirements) are developed according to the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and determine requirements to the organizations for providing civil aircrafts with fuels and lubricants.

2. The organization for providing fuels and lubricants (further - OOGSM) performs the activities as the independent legal entity or as a part of the organization of civil aviation.

3. OOGSM carries out the following works:

1) acceptance of fuels and lubricants and special liquids (further - fuel and lubricants) on warehouse of the airport;

2) storage of fuel and lubricants;

3) preparation and issue of fuel and lubricants on gas station;

4) fuel and lubricants gas station in civil aircrafts.

In case of implementation of OOGSM of part of the specified works, OOGSM attracts the organizations conforming to these requirements.

4. Activities of OOGSM include:

1) the organization of monitoring procedure of quality of fuel and lubricants at the corresponding stages of providing civil aircrafts with petrols, oil, lubricants, for the purpose of identification of changes of indicators of quality of fuel and lubricants in the course of their delivery and preparation for application, and also for the purpose of assessment of suitability of fuel and lubricants to gas station in aircrafts;

2) ensuring accomplishment of environmental standards, regulations of labor protection and fire safety when providing civil aircrafts with fuels and lubricants;

3) implementation of interaction with services of the airport, operators, the organizations of maintenance and repair of the aircraft equipment, and also with other organizations.

5. For implementation of laboratory quality control of OOGSM creates fuel and lubricants laboratory in the structure or attracts the laboratories conforming to these requirements.

6. If delivery agreements fuel and lubricants are signed by the operator (airline) independently, specialists of OOGSM certify that the delivered fuel and lubricants conform to requirements of standards and specifications, are allowed to application in accordance with the established procedure and made to appropriate sections of managements on flight operation and maintenance of the corresponding types of aircrafts.

2. Requirements to organizational structure of the organization for providing civil aircrafts with fuels and lubricants

7. The structure of OOGSM provides the solution of the following main objectives:

1) providing fuel and lubricants of civil aircrafts;

2) maintenance of activities of OOGSM at the level of the requirements established by these requirements;

3) maintenance of constructions, processing equipment and technical means;

4) completion by the equipment, spare parts, consumable materials.

8. The organizational structure of OOGSM consists of the following levels of management:

1) managements;

2) managements of production divisions;

3) managements of production sites, changes, crews, groups.

At OOGSM some levels of management can be combined with small amounts of works.

9. The managing personnel of OOGSM provides:

1) organization of providing civil aircrafts with fuels and lubricants;

2) organization and monitoring procedure of quality of fuel and lubricants.

10. OOGSM develops and approves provisions for all structural divisions of OOGSM. In the specified provisions functions of each division and its head which in total cover full range of the functions realized by OOGSM in general are reflected.

11. On all leading and engineering personnel job descriptions are developed and affirm the first head of OOGSM.

3. Requirements to information and documentary base of the organization for providing with fuels and lubricants

12. OOGSM provides availability at the order documentation set including:

1) the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft";

2) the acts regulating activities of OOGSM;

3) the standards and specifications by types of fuel and lubricants used in the activities;

4) documents of general and administrative nature, job and technological descriptions (maps), regulations of maintenance;

5) technology of work;

6) quality manual of fuels and lubricants.

13. OOGSM provides content and maintaining documentation on all types of the equipment, for providing fuel and lubricants of civil aircrafts.

14. OOGSM performs accounting:

1) the carried-out works on providing fuel and lubricants of civil aircrafts;

2) quantities and qualities arriving, stored and issued on fuel and lubricants gas station;

3) operating time and technical condition of specific copies of processing equipment, installation on the equipment and removals from it of accessories and other products, the made repairs, periodic maintenance and one-time surveys.

Accounting is performed in magazines which forms are established by the Storage precautions, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 14, 2011 No. 796 "About approval of Storage precautions, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan" (further - Storage precautions).
