About the epos "Manas"

This Law regulates the questions connected with preserving, development and promoting of the trilogy of the epos "Manas" (eposes "Manas", "Semetya", "Seytek") - unique spiritual heritage of the Kyrgyz people.

Article 1. Trilogy of the epos "Manas"

1. The trilogy of the epos "Manas" narrates about the feats of legendary baatyr of Manas Velikodushny, his son Semetey and the grandson Seytek made for protection of the Kyrgyz earth against overseas aggressors, consolidation of the people in whole, preserving freedom and independence of the Kyrgyz people, its cultural, moral, cultural, national and other universal wealth.

2. The trilogy of the epos "Manas" is pearl of world culture, the unique epic heritage of the Kyrgyz people which is approving the ideas of tolerance of all ethnoses and interethnic concord, covering history, philosophy, outlook and spiritual culture of Kyrgyz, singing of patriotism, friendship, freedom of spirit and played creative role in formation and strengthening of the Kyrgyz statehood.

3. The trilogy of the epos "Manas" is intellectual heritage of the Kyrgyz people and the Kyrgyz Republic.

4. Succession and development of the trilogy of the epos "Manas" are performed through storytellers - manascha.

5. Classical versions of the trilogy of the epos "Manas" are versions of the epos "Manas" in legends of manascha of Sagymbaya Orozbakov and Sayakbaya Karalayev.

Article 1-1. The basic concepts and terms applied in this Law

In this Law the following basic concepts and terms are applied:

1) cultural heritage - the material and non-material spiritual culture transferred from generation to generation as the valuable property created by art creativity of the people;

2) intellectual heritage - the oral form of the narration created, developed and transferred from generation to generation by manaschy-storytellers in succession of traditional values;

3) manascha - the storyteller of the trilogy of the epos "Manas" in full and other its parts which in oral poetic form retells their matter within the traditional narration;

4) epic heritage - the heroic narration reflecting the social and historical life of people, expressing the national idea and national ideology, and also values of last generations, stated or written in the form of epic poetry or prose.

Article 2. Purposes and tasks of this Law

The purpose of this Law is regulation of the public relations in the field of preserving, development, promoting, the state protection and protection of the trilogy of the epos "Manas" which includes:

- determination of measures and special provisions for preserving, development, promoting, protection and protection of the trilogy of the epos "Manas" according to the legislation of the Kyrgyz Republic;

- regulation of the rights and obligations of state bodies, physical persons and legal entities before society in the field of protection and use of the trilogy of the epos "Manas";

- fixing of legal status of the trilogy of the epos "Manas";

- fixing of the status of "manascha" as storyteller of the trilogy of the epos "Manas" in full and other its parts which in oral poetic form retells their matter within the traditional narration;

- taking measures of ideological and educational and historical and cultural nature for broad promotion of the trilogy of the epos "Manas".

Article 3. Legislation on the trilogy of the epos "Manas"

The legislation on the trilogy of the epos "Manas" is based on the Constitution of the Kyrgyz Republic, this Law, other regulatory legal acts of the Kyrgyz Republic and international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.

Article 4. The state activities in the field of record, preserving, developments, promoting, distribution, protection and control of the trilogy of the epos "Manas"

1. The state creates conditions for comprehensive study, training and distribution of the trilogy of the epos "Manas" among general population of the Kyrgyz Republic.

2. The state takes measures:

- on creation of conditions for all-round development of creativity of manascha which skillfully perform the epos "Manas" within the traditional narration;

- on creation of conditions for teaching, studying and carrying out scientific research according to the trilogy of the epos "Manas" and other its parts transferred orally or in writing within the traditional narration and also for the organization of expeditionary and practical works;

- on creation of schools of manascha for the purpose of enhancement of traditional execution of the epos, ensuring succession of masterful execution of storytellers within the traditional narration;

- on development according to the state educational standards of training programs, educational and methodical and visual aids for the educational organizations for the purpose of studying of the trilogy of the epos "Manas";

- on studying of the trilogy of the epos "Manas" in the educational organizations of the Kyrgyz Republic and the Kyrgyz diaspores abroad;

- on control of measures for protection of texts classical and other versions of the trilogy of the epos "Manas" from misstatement of his ideas and ideology, attempts of destruction, misrepresentation and to observance of framework of the traditional narration in case of the narration and transfer into other languages;

- on research, storage, protection and accounting in case of detection of ancient manuscripts, factual materials, the archeological finds relating to the trilogy of the epos "Manas";

- on ensuring safety of monuments, museum values, literary and works of art and other values connected with the trilogy of the epos "Manas";

- on preserving texts, manuscripts of the trilogy of the epos "Manas" and other its parts according to the regulations ensuring their safety;

- on ensuring protection and preserving the objects connected with the trilogy of the epos "Manas", which are in the territory of other states, and also the organization of accounting, to preserving and return to the Kyrgyz Republic of texts of manuscripts and other cultural historical values which are similar to basis of contents of the trilogy of the epos "Manas" and are transferred orally or in writing within the traditional narration;

- on protection of the interests of the Kyrgyz Republic connected with the trilogy of the epos "Manas" beyond its limits;

- on creation of conditions for comprehensive study of the trilogy of the epos "Manas" and familiarizing of the younger generation with values of historical and cultural heritage.
