In pursuance of the resolution of the President of the Republic of Uzbekistan of August 27, 2010 "About measures for further increase in system effectiveness of the organization and conducting exploration works" the Cabinet of Ministers decides N PP-1396:

1. Approve Regulations on the State committee of the Republic of Uzbekistan on geology and mineral resources according to appendix No. 1.

2. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.

Regulations on the State committee of the Republic of Uzbekistan on geology and mineral resources

I. General provisions

1. The state committee of the Republic of Uzbekistan on geology and mineral resources (further - Goskomgeologiya) is state body.

Goskomgeologiya in the activities it is accountable to the Cabinet of Ministers of the Republic of Uzbekistan.

2. Goskomgeologiya in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other regulatory legal acts and this Provision.

3. Goskomgeologiya performs the activities in interaction with other bodies of the public and economic board, public authorities on places and other organizations.

II. Tasks and Goskomgeologiya's functions

5. The main objectives of Goskomgeologiya are:

realization of single state policy in the field of geological studying, use and protection of subsoil, reproduction of mineral resources, implementation of public administration in the field of the mountain relations;

increase in objectivity and reliability of geological information on the basis of ensuring high-quality accomplishment of complex researches on regional geological studying of the territories and carrying out on system basis of the state geological shootings with broad use of modern technologies and advanced methods of forecasting of geological inventories of minerals;

the high-quality forecasting of exploration works providing increase in efficiency of searches, assessment and investigation of fields of hydromineral resources, solid nonmetallic minerals, ferrous and rare metals, rare-earth elements, new (nonconventional) types of the minerals which are carried out by Goskomgeologiya's companies;

forming together with mining and smelting plants of the republic long-term (for over 3 years), medium-term (for the period up to 3 years) and annual state programs of development and reproduction of mineral resources on the basis of the deep scientific analysis of geological and other information on subsoil with use of advanced methods of forecasting, results of searches and assessment of mineral deposits (except for hydrocarbons), and also ensuring their realization;

implementation of modern methods of financing of exploration works on the basis of assessment of their efficiency and stimulation depending on resulting effects of industry - completeness and quality of geological and other information on subsoil and surplus of industrial inventories of hydromineral resources, solid nonmetallic minerals, ferrous and rare metals, rare-earth elements;

carrying out radical upgrade and modernization of the subordinated organizations, strengthening of their material and technical resources;

implementation on system basis of preparation and retraining of personnel for geological industry with use of the best practices in this area, and also introduction of offers on the directions of training in the highest and average educational institutions of the republic.

6. According to the assigned Goskomgeologiya's tasks performs the following functions:

carries out the analysis of geological study of the territory of Uzbekistan taking into account regional geological researches and degree of obnovlennost of the operating cartographical bases by new materials of the state geological shootings, results of other researches;

develops together with the interested ministries, departments, public authorities on places and other organizations of the offer on the strategy of use, further expansion, strengthening and high-quality improvement, rational and complex use of mineral resources and amounts of the state and other investments necessary for these purposes;

participates in limits of the competence of development of forecasts of economic and social development of the republic, development and implementation of state programs of development and reproduction of mineral resources of the republic, protection of subsoil, international programs for geological studying and protection of subsoil;

develops together with mining and smelting plants in coordination with the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan long-term (for over 3 years) and medium-term (for the period up to 3 years) state programs of development and reproduction of mineral resources and submits them for approval in the Cabinet of Ministers of the Republic of Uzbekistan;

develops in coordination with the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan and approves annual state programs of development and reproduction of mineral resources in Goskomgeologiya's system within implementation of average and long-term state programs of development and reproduction of mineral resources;

provides in coordination with authorized bodies and the interested organizations forming of drafts of the state order on stock gain of hydromineral resources, solid nonmetallic minerals, ferrous and rare metals, rare-earth elements in case of development of long-term, medium-term and annual osudarstvenny development programs and reproduction of mineral resources;

performs on system basis implementation of modern high technologies and the equipment in exploration works, and also takes timely measures on upgrade and modernization of the companies and organizations subordinated to Goskomgeologiya;
