About approval of the Instruction about procedure for determination of solvency and exchange of banknotes and coins of National Bank of the Republic of Belarus

1. Approve the enclosed Instruction about procedure for determination of solvency and exchange of banknotes and coins of National Bank of the Republic of Belarus.
2. This resolution becomes effective since September 1, 2011.

1. This Instruction establishes procedure for determination of solvency and exchange of the banknotes released by National Bank of the Republic of Belarus (further - banknotes), and the coins released by National Bank of the Republic of Belarus (further – coins), and is obligatory to execution by National Bank of the Republic of Belarus, banks, their branches and the non-bank credit and financial organizations (further - banks).
2. In case of determination of solvency of banknotes and coins the workers making transactions with values (further - cashiers), shall be guided by the list of signs of solvency of banknotes and coins of National Bank of the Republic of Belarus according to appendix 1 to this Instruction.
Cashiers shall watch purity, authenticity and solvency of banknotes and coins what they shall make their sorting on suitable for the address and the shabby banknotes suitable for the address and the damaged coins for.
Banks shall accept for exchange and accomplishment of the banking activities determined by the legislation of the Republic of Belarus, shabby banknotes and the damaged coins.
Shabby banknotes, the damaged coins are created and packed separately from banknotes, coins, suitable for the address, and not released. Banks, except for National Bank of the Republic of Belarus, hand over shabby banknotes, the damaged coins in structural divisions of open joint stock company "The non-bank credit and financial organization "Belinkasgroup" (further - JSC NKFO Belinkasgroup) for investment of cash in the Belarusian rubles belonging to National Bank of the Republic of Belarus on remote storage in storages of JSC NKFO Belinkasgroup, and structural divisions of JSC NKFO Belinkasgroup hand over such banknotes, coins in the central storage of National Bank of the Republic of Belarus (further - the central storage) according to accompanying inventories of form 0402530146, of the Republic of Belarus established by the legislation.
3. Banks shall accept to exchange the damaged banknotes and coins having the damages specified in appendix 1 to this Instruction.
In case of the address of legal entities, individual entrepreneurs and physical persons (further - clients) in bank concerning exchange of the damaged banknotes and coins the cashier considers the possibility of their exchange. At the same time the damaged banknotes shall be glued from the back without imposing of separate parts of banknote one on another for determination of their solvency.
For establishment of possibility of exchange of the damaged coins the cashier inspects their damages. Coins which damages do not interfere with unambiguous identification of their nominal and belonging to coins of the Republic of Belarus, taking into account signs of solvency of banknotes and coins of National Bank of the Republic of Belarus according to appendix 1 to this Instruction are subject to exchange. The coins which completely lost images and texts (alphabetic and digital) on obverse, reverse and herd or the fragments which kept them which are not enough for unambiguous identification of nominal of coins and their belonging to coins of the Republic of Belarus are not subject to exchange and return to the client.
4. For determination of the residual area of strongly damaged banknotes cashiers shall be provided with grid for determination of solvency of banknotes of National Bank of the Republic of Belarus (further - grid) according to appendix 2 to this Instruction. Length and width of grid shall correspond precisely to the sizes of the whole banknote of the corresponding nominal and consist of 200 cages (20 cages on length and 10 cages on width).
